4.4 Integrated Cereal Development<br />
Programme in Rice/Wheat/<strong>Co</strong>arse Cereals Based<br />
Cropping System Areas (ICDP-Rice/Wheat/<br />
<strong>Co</strong>arse Cereals), and Sustainable Development<br />
<strong>of</strong> Sugarcane Based Cropping System(SUBACS):<br />
To increase the productivity and production <strong>of</strong><br />
rice, wheat, coarse cereals (except maize), and<br />
sugarcane, ICDP-Rice/Wheat/<strong>Co</strong>arse Cereals and<br />
SUBACS are being implemented in the country<br />
under the Macro-Management Mode <strong>of</strong><br />
<strong>Agriculture</strong> since October 2000 on a 90:10<br />
sharing basis between the Government <strong>of</strong> India<br />
and state governments. Under these schemes,<br />
assistance is provided for the transfer <strong>of</strong><br />
technology through demonstrations, training <strong>of</strong><br />
farmers and extension workers, as well as the<br />
supply <strong>of</strong> critical inputs such as seeds, farm<br />
implements, IPM measures, water saving<br />
devices, etc. Besides, states can utilise 10 per<br />
cent <strong>of</strong> funds allocated for new interventions, as<br />
per their needs. The ICDP schemes would be<br />
implemented only in areas not covered under the<br />
three components <strong>of</strong> the National Food Security<br />
Mission.<br />
4.5 Mini Mission-II <strong>of</strong> the Technology Mission<br />
on <strong>Co</strong>tton: The major cotton producing States are<br />
Maharashtra, Gujarat, Punjab, Andhra Pradesh,<br />
Karnataka, Madhya Pradesh, Haryana, Rajasthan,<br />
and Tamil Nadu. The cotton area in Northern India<br />
is almost entirely irrigated. Maharashtra, which<br />
has one third <strong>of</strong> the cotton area in the country,<br />
has only 4 per cent <strong>of</strong> the area under irrigation,<br />
while in the remaining states, about 35 per cent<br />
<strong>of</strong> the area under cotton is irrigated.<br />
4.6 The area under cotton was 94.06 lakh<br />
hectare during 2008–09, as compared to 94.14<br />
lakh hectare in 2007–08. During the current year,<br />
i.e., <strong>2009</strong>–10, it is estimated that the area<br />
coverage under cotton may reach about 103.29<br />
lakh hectare, with production at 223.18 lakh<br />
bales, as per the 2 nd Advance Estimates.<br />
4.7 In order to increase the production and<br />
productivity <strong>of</strong> cotton, a centrally sponsored<br />
scheme <strong>of</strong> Mini Mission-II <strong>of</strong> the Technology<br />
Mission on <strong>Co</strong>tton is under implementation in<br />
13 States, i.e., Andhra Pradesh, Gujarat, Haryana,<br />
Karnataka, Madhya Pradesh, Maharashtra,
