6.1 <strong>Co</strong>nsumption <strong>of</strong> Fertilizers: The average<br />
estimated consumption <strong>of</strong> fertilizers (N+P+K) in<br />
the country has registered an increase in 2008-<br />
09 over 2007-08 from 116.5 kg/hectare to 128.6<br />
kg/hectare. A great deal <strong>of</strong> variability has,<br />
however, been observed in fertilizer consumption<br />
among the states. While consumption <strong>of</strong><br />
fertilizers per hectare is 239.7 kg in Andhra<br />
Pradesh, 221.4 kg in Punjab, 216.5 kg in Tamil<br />
Nadu and 201.6 kg in Haryana, consumption is<br />
comparatively low in Rajasthan (48.8 kg/hectare),<br />
Jharkhand (55.7 kg/hectare), Himachal Pradesh<br />
(60.6 kg/hectare), Orissa (61.6 kg/hectare), and<br />
in certain other states. <strong>Co</strong>nsumption is less than<br />
5 kg/hectare in some <strong>of</strong> the North Eastern states.<br />
6.2 To ensure adequate availability <strong>of</strong><br />
fertilizers to farmers, the <strong>Department</strong> <strong>of</strong><br />
<strong>Agriculture</strong> and <strong>Co</strong><strong>operation</strong> (DAC) makes a<br />
demand assessment well in advance through<br />

half-yearly Zonal <strong>Co</strong>nferences on Agricultural<br />
Inputs in consultation with the state<br />
governments, the <strong>Department</strong> <strong>of</strong> Fertilizers and<br />
the fertilizer industry. Thereafter, under the<br />
Essential <strong>Co</strong>mmodities Act (ECA) supply plan,<br />
and under the Fertilizers Movement <strong>Co</strong>ntrol<br />
Order, movement orders, for both indigenous<br />
and imported urea, are issued by the <strong>Department</strong><br />
<strong>of</strong> Fertilizers (DoF) to ensure timely availability to<br />
farmers. DoF also facilitates the availability <strong>of</strong><br />
decontrolled phosphatic (P) and potassic (K)<br />
fertilizers to the states/UTs.<br />
6.3 The consumption <strong>of</strong> chemical fertilizers (in<br />
terms <strong>of</strong> nutrients) during 2008-09 was 249.09<br />
lakh metric tonnes, 10.36% more than the<br />
previous year, 2007-08. The consumption <strong>of</strong><br />
major fertilizers and nitrogenous, phosphatic and<br />
potassic (NPK) nutrients since 2000-01 is given<br />
in Table 6.1:
