Regents Policy 5.7.4 Programs with Tuition Variances<br />

Program: Non-resident Tuition Reduction for students recruited by Shandong <strong>University</strong> at Weihai, Weihai,<br />

China<br />

Approved: August 22, 2006<br />

Description: The <strong>University</strong> <strong>of</strong> <strong>Nebraska</strong> at Kearney is particularly interested in attracting more international<br />

students and developing student and faculty exchange opportunities to increase diversity and<br />

enrollment. UNK and Shandong <strong>University</strong> at Weihai (SDUW) both participate in the 1+2+1<br />

program. After visiting SDUW it became apparent that UNK and SDUW had many things in<br />

common and that SDUW could become a good partner for UNK. In Fall 2006, after long<br />

discussions with the administration <strong>of</strong> SDUW, SDUW and UNK developed an agreement that<br />

would bring Chinese students to study at UNK provided UNK could <strong>of</strong>fer a tuition reduction plan.<br />

Therefore, recognizing that there is a large number <strong>of</strong> potential international students interested in<br />

study in the United States, that institutions throughout the nation as well as in most western<br />

nations are competing to attract highly qualified international students, and that for many<br />

international students, cost is a very real factor challenging their ability to study in the United<br />

States, UNK proposed to reduce tuition charged to qualified Chinese students recruited to the<br />

<strong>University</strong> <strong>of</strong> <strong>Nebraska</strong> at Kearney by SDUW. This differential tuition proposal to charge 150% <strong>of</strong><br />

UNK resident tuition to these students was approved by President Milliken in August 2006.<br />

Because <strong>of</strong> the late date <strong>of</strong> approval only one student from SDUW came to UNK to study. She<br />

studied intensive English to prepare to enter the MBA program. She was admitted to the MBA<br />

program for the Fall 2007. Three visiting scholars from SDUW participate in programs at UNK.<br />

One scholar taught Mandarin. One did research in the College <strong>of</strong> Business and Technology and<br />

attend intensive English courses. The third Visiting Scholar is working with the faculty <strong>of</strong> the<br />

Department <strong>of</strong> Computer Science. In Summer 2008 UNK has 2 students from SDUW.<br />
