SUBJECT: Revision <strong>of</strong> Regents’ Policy 5.7.7 Tuition Assistance Program<br />

RECOMMENDED ACTION: Approve the proposed revision to Regents’ Policy RP-5.7.7 Tuition<br />

Assistance Program<br />

PREVIOUS ACTIONS: January 18, 2008 – The Board approved expansion <strong>of</strong> TAP eligibility<br />

requirements in accordance with Strategic Framework Indicator 1.1.iii.<br />

April 24, 2004 – The Board approved the existing language <strong>of</strong> RP-5.7.7<br />

EXPLANATION: The Board approved the current award policy for the Tuition Assistance<br />

Program for Full-Time Pell Recipient Students (“TAP”) in 2004.<br />

Students must be Pell Grant recipients in order to be eligible for TAP<br />

funding under the current policy. In January 2008, the Board considered<br />

President Milliken’s proposal to expand TAP program eligibility to<br />

students with an expected family contribution (or EFC) outside the Pell<br />

Grant eligibility range and approved expansion <strong>of</strong> the TAP eligibility<br />

criteria to include students with expected family contributions <strong>of</strong> $4,500<br />

or less. The proposed revision modifies RP-5.7.7(2)(2) to conform to the<br />

newly established EFC range for TAP eligibility and deletes the<br />

reference to the Pell Grant in the section title.<br />

RP-5.7.7 Tuition Assistance Program for Full-Time Pell Recipient<br />

Students<br />

1. Eligibility<br />

The economic benefits <strong>of</strong> a college education have been well<br />

established. Statistics show that students from the poorest<br />

backgrounds are many times less likely to enjoy these benefits<br />

by earning a bachelors degree. To help rectify this situation, the<br />

<strong>University</strong> <strong>of</strong> <strong>Nebraska</strong> will provide a Tuition Assistance<br />

Program to qualified full-time, undergraduate, <strong>Nebraska</strong> resident<br />

students. The Tuition Assistance Program will cover the cost <strong>of</strong><br />

up to 30 credit hours in an academic year, but do not include<br />

summer sessions. The Tuition Assistance Program does not<br />

substitute for but rather supplements existing <strong>University</strong> <strong>of</strong><br />

<strong>Nebraska</strong> need-based aid, which is allocated to students by<br />

campus financial aid <strong>of</strong>fices based upon unmet need analyses<br />

performed by campus financial aid staff and following federal<br />

financial aid guidelines.<br />

2. Criteria<br />

In order to receive a Tuition Assistance Program, a student must<br />

meet the following criteria:<br />

1. Be a <strong>Nebraska</strong> undergraduate resident, full-time (greater<br />

than or equal to 12 credit hours per semester).
