Regents Policy 5.7.4 Programs with Tuition Variances<br />

Program: Non-resident Tuition Reduction for students recruited by the National Collegiate Network, Tokyo,<br />

Japan<br />

Approved: August 22, 2006<br />

Description: The <strong>University</strong> <strong>of</strong> <strong>Nebraska</strong> at Kearney is particularly interested in attracting more international<br />

students and developing student and faculty exchange opportunities to increase diversity and<br />

enrollment. The National Collegiate Network and UNK signed a letter <strong>of</strong> agreement in the Spring<br />

<strong>of</strong> 2000 that brings students from Japan to UNK for their college career. This resulted in a major<br />

influx <strong>of</strong> Japanese students to UNK, and it has been <strong>of</strong> extraordinary significance to the diversity<br />

on this campus. The first 64 students arrived on the UNK campus in May 2001. Each summer<br />

since that date, a similar number arrived on campus. A total <strong>of</strong> 298 NCN students have enrolled at<br />

UNK through this year. However, only forty-two new students arrived in the summer <strong>of</strong> 2007<br />

instead <strong>of</strong> the usual 60 students. Because <strong>of</strong> the downward trend caused by competition from<br />

other universities both in Japan and in the U.S. and because <strong>of</strong> the decrease in the number <strong>of</strong><br />

students graduating from Japanese High Schools, UNK asked President to approve the tuition<br />

variance for students from NCN. Even though the number <strong>of</strong> students from NCN was only 42 in<br />

the Fall <strong>of</strong> 2007, UNK did receive the highest number <strong>of</strong> NCN students <strong>of</strong> all participating<br />

American universities. NCN is still facing a downward movement in applications and this<br />

program will make us competitive for not only new students but for transfer students. 26 NCN<br />

students enrolled for classes in Summer 2008.<br />
