Project History:<br />
The project was selected to receive $10 million in<br />
Greater MN Interchange Funds (Ch 152), based<br />
on economic development, safety and congestion<br />
needs. This project was the subject of a corridor<br />
study in 2007. During the study, the section of<br />
Hwy. 15 in the proposed project area had average<br />
travel speeds of 41.8 mph southbound and 41.8<br />
mph northbound. Since 1994, the Average Daily<br />
Traffic on this section of Hwy. 15 has experienced<br />
annual growth of 9.5% per year. The traffic<br />
analysis for the Epic Center Alternative Urban<br />
Areawide Review showed the intersection of Hwy.<br />
15 and County Road 120 will have failing level of<br />
service by 2015. Intersection delay due to<br />
development traffic will increase an additional 60%<br />
during the AM peak and 161% during the PM peak.<br />
Project Benefits:<br />
The interchange will provide better access to<br />
medical and facilities and a large retail complex,<br />
lessening congestion and improving safety. The<br />
proposed project will provide improved access,<br />
safety, and operations at the Hwy 15/County Road<br />
120 intersection to accommodate new and future<br />
development at the EPIC Center retail<br />
development. Project is consistent with long term<br />
vision for the Hwy 15 corridor. Improvements are<br />
anticipated to preempt safety problems at this<br />
location that are witnessed at of high-volume<br />
intersection on Hwy 15 through the metro area.<br />
