5.5.1.4 Facilitating Conditions and Self-Efficacy<br />

Another construct that was not influenced by demographics was facilitating conditions (technology and<br />

resource). These two constructs were examined based on the researcher‟s observations <strong>of</strong> ADPF. One<br />

<strong>of</strong> the responsibilities <strong>of</strong> organisations is to provide a suitable environment for its staff in order to be<br />

able to access and use all means <strong>of</strong> technology, such as, providing different hardware, s<strong>of</strong>tware,<br />

network and all other technology needs. In this study it was observed that not all departments provided<br />

computers to its staff, such as the policing operation, and this had affected the number <strong>of</strong> users. On the<br />

other hand in the IT and the strategic department, computers and internet were considered important<br />

and gave access to all its staff members. It was also seen that some <strong>of</strong> the non e-service users from the<br />

policing operations and security department were willing to try and use the e-services; however they<br />

did not have computers and the reasons were because they did not need it for work procedures.<br />

Furthermore when it came to resource facilitating conditions, new and useful e-services should be<br />

regularly implemented and updated in order to encourage staff to use it. For example, the strategic<br />

department has a service that can manage all projects in ADPF. This encouraged staff in that<br />

department to use this e-service. This shows that when the right resources are available this could assist<br />

in implementing new e-services that departments will need and rely on.<br />

Therefore, facilitating conditions were seen important to influence the behavioural intention, which<br />

was also similar to the study by Awadhi and Morris (2008) in Kuwait, where they found the facilitating<br />

conditions influences adoption <strong>of</strong> e-government services. Therefore, the following propositions were<br />

formed.<br />

Proposition 8: Technology facilitating conditions will have a positive influence on the behavioural<br />

intention to adopt and use e-services.<br />

Proposition 9: Resource facilitating conditions will have a positive influence on the behavioural<br />

intention to adopt and use e-services.<br />

Self-efficacy was defined earlier as the “degree <strong>of</strong> confidence the adopter has in her/his ability to make<br />

use <strong>of</strong> the innovation” (Taylor and Todd, 1995a: 144). Therefore, increasing the confidence <strong>of</strong> staff<br />

members will result in more adoption (Taylor and Todd, 1995b; Macredie and Mijinyawa, 2011). The<br />

confidence <strong>of</strong> staff could increase by having more computer and e-service training sessions; this will<br />
