When examining RA in the four case studies, nine themes were identified; confidentiality <strong>of</strong> data, speed <strong>of</strong> e-services, transparency <strong>of</strong> e-services,<br />

remote communications, limited ability <strong>of</strong> e-services, reliability <strong>of</strong> traditional methods, favour <strong>of</strong> traditional communications, availability <strong>of</strong> e-<br />

services and social relationships. An explanation <strong>of</strong> each theme is also given in the above table. When examined more closely, all four departments<br />

displayed confidentiality <strong>of</strong> data. Which showed that it is considered important when compared to paper documents that can be read by anyone,<br />

therefore provide more privacy to data. Other themes, such as availability <strong>of</strong> e-services were only found in the IT department. Male staff members<br />

with different organisational level discussed about how staff members can access information using the e-services at any time. Another example <strong>of</strong><br />

a theme is the limited ability <strong>of</strong> e-services in the policing operations department, where the majority <strong>of</strong> male participants with low level <strong>of</strong><br />

education and categorised as low level staff argued that e-services have a limited ability for their purpose and they can perform better without using<br />

it.
