established their own government. <strong>The</strong> freedpersons <strong>of</strong> Saint Catherines obtained<br />

l<strong>an</strong>d through Union general William Sherm<strong>an</strong>'s Special Field Order Number<br />

Fifteen . Field Order Fifteen gr<strong>an</strong>ted the Georgia <strong>an</strong>d South Carolina coastline,<br />

thirty miles inl<strong>an</strong>d, <strong>an</strong>d the Sea Isl<strong>an</strong>ds to the freedpersons . After observing white<br />

Federal troops abuse freedpersons on Saint Helena Isl<strong>an</strong>d in South Carolina,<br />

Campbell decided to org<strong>an</strong>ize Black communities in Georgia Sea Isl<strong>an</strong>ds under<br />

the philosophy <strong>of</strong> "separatism <strong>for</strong> strength ." <strong>The</strong> Saint Catherines community was<br />

org<strong>an</strong>ized <strong>for</strong> self-reli<strong>an</strong>ce <strong>an</strong>d self-determination, with its own constitution,<br />

bi-cameral legislature, judiciary (including a supreme court), as well as the civil-<br />

i<strong>an</strong> militia. In the spirit <strong>of</strong> Sherm<strong>an</strong>'s order <strong>an</strong>d the letter <strong>of</strong> Saint Catherines<br />

constitution, the militia <strong>of</strong> the Isl<strong>an</strong>d would not allow whites to come on Saint<br />

Catherines without the permission <strong>of</strong> the government . As in other parts <strong>of</strong><br />

"Sherm<strong>an</strong>'s Reservation," Saint Catherines blacks resisted when the Freedm<strong>an</strong>'s<br />

Bureau decided to pursue a policy <strong>of</strong> utilizing freed Blacks as contract laborers<br />

rather th<strong>an</strong> l<strong>an</strong>d redistribution. <strong>The</strong> Black militia <strong>of</strong> Saint Catherines would not<br />

allow <strong>for</strong>mer slavers to come back to the Isl<strong>an</strong>d to reclaim their <strong>for</strong>mer pl<strong>an</strong>ta-<br />

tions . When Federal <strong>of</strong>ficials were not permitted to enter the Isl<strong>an</strong>d by militia<br />

<strong>for</strong>ces, the U.S . military was ordered to disarm the militia <strong>an</strong>d expel Campbell to<br />

the mainl<strong>an</strong>d . While Campbell's <strong>for</strong>ces capitulated to federal <strong>for</strong>ces, others<br />

resisted.'° In J<strong>an</strong>uary <strong>of</strong> 1867, 200 armed freedpersons on Saint Helena Isl<strong>an</strong>d<br />

confronted Federal <strong>for</strong>ces ordered to remove Blacks from the l<strong>an</strong>d so possession<br />

could be secured by <strong>for</strong>mer pl<strong>an</strong>tation owners . Observers <strong>of</strong> the st<strong>an</strong>d<strong>of</strong>f between<br />

Federal <strong>for</strong>ces <strong>an</strong>d the armed freedpersons stated the Blacks " . .swore . . .they would
