the 1954 U .S . Supreme Court decision on segregated education, white suprema-<br />

cists responded with <strong>an</strong> intense counter-<strong>of</strong>fensive campaign . In July <strong>of</strong> 1954, less<br />

th<strong>an</strong> two months after the Supreme Court's Brown v Board <strong>of</strong>Education decision,<br />

seventy-five white segregationists <strong>for</strong>med the (white) Citizens' Council in the<br />

Delta town <strong>of</strong> Indi<strong>an</strong>ola. <strong>The</strong> purpose <strong>of</strong> the Citizens' Council was to combat the<br />

implementation <strong>of</strong> the Brown decision in Mississippi . It soon exp<strong>an</strong>ded its focus<br />

to the mainten<strong>an</strong>ce <strong>of</strong> segregation <strong>an</strong>d white supremacy overall . Within three<br />

months, the Citizens' Council had at least 25,000 dues paying members through-<br />

out the state . <strong>The</strong> Citizens' Council attempted to project a legal "middle class"<br />

image <strong>an</strong>d didn't openly advocate violence . Org<strong>an</strong>izing public opinion, economic<br />

pressure <strong>an</strong>d the ballot would serve as the primary tactics <strong>of</strong> the Citizens' Council .<br />

While the state leadership <strong>of</strong> the Citizens' Council was never linked to violent<br />

acts <strong>of</strong> terror, the Council <strong>an</strong>d terrorist org<strong>an</strong>izations were two sides <strong>of</strong> the same<br />

coin . In some local communities robed Kl<strong>an</strong>smen were honored guests at Council<br />

meetings .'-=<br />

In 1956, the Mississippi segregationist government escalated its <strong>of</strong>fensive<br />

by creating the State Sovereignty Commission. <strong>The</strong> Commission was the <strong>of</strong>ficial<br />

counter-intelligence wing <strong>of</strong> the state's segregationist counter-<strong>of</strong>fensive campaign .<br />

<strong>The</strong> Commission was charged with the ability to "do <strong>an</strong>d per<strong>for</strong>m <strong>an</strong>y <strong>an</strong>d all acts<br />

<strong>an</strong>d things deemed necessary <strong>an</strong>d proper to protect the sovereignty <strong>of</strong> the state <strong>of</strong><br />

Mississippi ." <strong>Armed</strong> with secret investigators <strong>an</strong>d paid in<strong>for</strong>m<strong>an</strong>ts, the Sover-<br />

eignty Commission was the COINTELPRO program <strong>of</strong> the Mississippi white<br />

supremacists .=' Along with the political pressure mobilized by the Citizen's<br />

Council <strong>an</strong>d the terrorist paramilitary actions <strong>of</strong> the Kl<strong>an</strong> <strong>an</strong>d other white su-
