<strong>Report</strong> on Special Variation (Infrastructure Renewal<br />
Program)<br />
On 27 June 2007 the Minister for Local Government, pursuant to section 508(2) of the Local Government Act<br />
1993, granted approval for <strong>Hawkesbury</strong> <strong>City</strong> <strong>Council</strong> to increase income by way of additional rates for costs<br />
associated with an infrastructure renewal program. This approval was conditional upon <strong>Council</strong> reporting in<br />
its annual report for the period 2007/08 to 2012/13 information on the total income received, expenditure per<br />
project/program and outcomes achieved. Relevant information relating to the projects and programs<br />
identified in the Infrastructure Renewal Program Estimates contain within the <strong>2009</strong>/<strong>2010</strong> Budget Estimates is<br />
provided below:<br />

Steel gates have been installed to enable locking of the public<br />
amenities at night. This is to prevent ongoing vandalism of the<br />
amenities. The project totalled $4,500.<br />
$12,000 was expended on the replacement of gyprock ceilings<br />
throughout the change room and canteen areas.<br />
The project saw the implementation of the Plan of Management and<br />
Master Plan for Richmond Park. Works undertaken include the<br />
reinstatement of pathways, and purchase of new park furniture, in an<br />
amount of $120,000.<br />
An amount of $300,000 was allocated towards the construction of a<br />
pedestrian/cycleway bridge across Rickaby's Creek to provide a link<br />
between Deerubbin Park and Howe Park, Windsor.<br />
Tenders for the works were called in early 2008, however due to the<br />
tendered amounts being well above the allocated budget, it was<br />
recommended that none of the tenders be accepted and the design be<br />
re-investigated within the scope of the allocated budget and the project<br />
be re-tendered. To date the project is currently with the design<br />
consultant for redesign.<br />
The replacement of rusted roof sheeting to the pool pump room, in the<br />
amount of $18,000.<br />
The project in the amount of $10,000 has enabled the replacement of<br />
damper and motors due to their failing condition.<br />
Preventative works have been undertaken to seal roof flashing to<br />
parapet walls, to prevent potential roof leaks. The project was in the<br />
amount of $20,000.<br />
The project was carried over into the <strong>2010</strong>/11 budget.<br />
Funding of $77,011 provided for an additional 70km of gravel road<br />
network to be graded over the year.<br />
The amount of $22,000 provided additional coverage across the gravel<br />
road network, enhancing the safety on steep inclines and bends.<br />
Miscellaneous Road Rehabilitation Program enabled a much larger<br />
area of failed road to be repaired. This work has provided a safer road<br />
network throughout the <strong>Hawkesbury</strong> area. A total amount of $456,410<br />
has been expended on this program.<br />
Road Shoulder Renewal Program provided <strong>Council</strong> with the additional<br />
funding which enabled road shoulders subject to ongoing erosion to be<br />
<strong>2009</strong>/<strong>2010</strong> <strong>Annual</strong> <strong>Report</strong> Page 139
