Public Roads<br />

<strong>Council</strong> managed local road network and associated infrastructure includes:<br />

• 731.3 kilometres of sealed<br />

• 299.32 unsealed<br />

• 68 bridges and major culverts<br />

• 447 kilometres of kerb and gutter<br />

• 78.2 kilometres of cycleways<br />

• 20 roundabouts<br />

• 350 kilometres of line marking<br />

• 1,037 number of signage<br />

• 1 vehicular ferry<br />

• 2,824 numbers of car parking spaces<br />

• 28 bus shelters<br />

• 10.5 kilometres of guardrails and safety fences<br />

1. Sealed Road Network<br />

There are currently 731.3 kms of sealed roads for which the <strong>Council</strong> is the responsible authority. This<br />

includes both urban (222.14 kms) and non urban (509.1 kms) roads.<br />

The SMEC PMS (Newcastle Road Inventory and Pavement Management System) is used by <strong>Council</strong> to<br />

manage the condition of the local road network, collecting and analysing data on the road surface,<br />

roughness and traffic volumes to determine the most cost-effective maintenance treatment to be applied.<br />

Footpaths are inspected for defects on an as needed basis at a frequency depending on their location, and<br />

risk management process is used to prioritise works.<br />

All sealed roads have been rated according to SMEC PMS criteria and the pie chart shown below identifies<br />

the condition spectrum of the road network. It can be seen that 7% of the sealed road network is within the<br />

range of failed to poor condition.<br />

The estimated cost to bring these roads to a satisfactory standard is estimated at $37,372,000. However, it<br />

is possible to extend the life of a percentage of these roads by the provision of a bitumen reseal. The<br />

annual expenses of maintaining the works at that standard is:<br />

• Reseal approximately 10% of roads each year = $1,500,000<br />

• Reconstruct 5% of roads each year = $17,440,300<br />

Note: Reseals are based on a bitumen seal life of 10 years and pavement life of 20 years.<br />

The maintenance/rehabilitation expenditure for <strong>2009</strong>/<strong>2010</strong> for sealed roads was $1,450,000.<br />
