The Sydney Catchment Authority (SCA) is<br />

responsible under the Water Catchment<br />

Management Act 1998 (<strong>NSW</strong>) to manage and<br />

protect drinking water catchments, supply bulk<br />

water and regulate certain activities.<br />

Manly Hydraulics Laboratory <strong>NSW</strong> Department<br />

of Commerce conducts river gauging on behalf<br />

of the SCA. They currently operate a gauge at<br />

Penrith Weir and <strong>Council</strong> is working to obtain<br />

this data to develop processes to track river flow<br />

over time.<br />

The Department of Climate Change recently completed analysis from a number of sites with significant<br />

history of water quality monitoring. Many sites have been routinely monitored for water quality since the<br />

early 1980's highlighting long term trends in parameters.<br />

Response to the issue<br />

As a partner to the <strong>Hawkesbury</strong> - Nepean Catchment Management Authority, <strong>Council</strong> has been involved<br />

to various degrees, in a range of river improvement projects, including bank stabilisation projects,<br />

revegetation projects, and salvinia weed management.<br />

<strong>Council</strong> also liaises with local community groups involved in Sydney Water's Streamwatch initiative.<br />

Streamwatch is a network of schools, community groups, local government and other organisations that<br />

monitor water quality at sites across Sydney.<br />

Future directions<br />

The <strong>Hawkesbury</strong>- Nepean River Act <strong>2009</strong> was gazetted on the 7 April <strong>2009</strong>. The Act establishes a new<br />

Office of the <strong>Hawkesbury</strong>-Nepean, and gives it the power to coordinate the whole-of-government action<br />

needed to manage this critical and iconic waterway. The bill has four objectives and it gives the Office of<br />

the <strong>Hawkesbury</strong>-Nepean the clearly defined functions it will need to achieve each of those objectives.<br />

On the 20 May <strong>2009</strong> the Parliamentary Secretary for Water announced details of a $77.4 million funding<br />

package to help restore the health of the <strong>Hawkesbury</strong>-Nepean River. This announcement allows<br />

<strong>Hawkesbury</strong> <strong>City</strong> <strong>Council</strong> to proceed with the South Windsor effluent re-use scheme.<br />

A water treatment plant will be constructed at the existing South Windsor Sewage Treatment Plant as will<br />

a distribution system to supply the recycled water to <strong>Council</strong> Reserves and school grounds.<br />

The <strong>Hawkesbury</strong> River Recovery Package is being delivered by the Office of the <strong>Hawkesbury</strong> Nepean<br />

River.<br />
