Since most items require that permission be sought be<strong>for</strong>e they can be made available in<br />

digital <strong>for</strong>m to the public, capabilities are provided in each metadata record <strong>for</strong> recording<br />

in<strong>for</strong>mation about the status of copyright permissions, as well as any special restrictions<br />

imposed by donors. The metadata record also allows the archivist to enter in<strong>for</strong>mation that<br />

relates to the intellectual organization of the collection.<br />

As each item is logged into the metadata entry system, it is assigned a unique identifier.<br />

When the archivist enters the system, the next available, unique identifier <strong>for</strong> the<br />

collection being processed appears.<br />

11. Metadata Creation<br />

Many participants identified metadata creation as a fundamental challenge. Lou<br />

Rosenfeld noted the longstanding problem of inter-indexer consistency, and cited<br />

evidence that only 10% of human-assigned index terms do not occur in full text.<br />

Considering these facts, he was skeptical about whether human-created subject metadata<br />

merits investment in many cases. Sandy Hostetetter reported that many end users in her<br />

organization aren’t interested in creation metadata, leading to poor results when they are<br />

asked to do so, Julie Martin from Boeing expressed optimism about the ability of better<br />

metadata creation tools, such as a plugin <strong>for</strong> Microsoft Word her company has been<br />

developing internally. But she noted that even excellent tools are of little use until a<br />

“content culture” has developed, in which understanding of the value of metadata and its<br />

contribution to in<strong>for</strong>mation retrieval are pervasive.<br />

13. Dublin Core Elements<br />

The user would enter the Dublin Core in<strong>for</strong>mation about the item as appropriate: Title,<br />

Creator, Subject (keywords), Description, Publisher, Contrib- utors, Date, Type, Format,<br />

Identifier Source, Language, Relation, Coverage, and Rights.<br />
