Access to HIV Services for Mobile and Migrant Populations in Antigua

STAKEHOLDERS REPORT
For this project, key stakeholders are considered to be organizations who work directly
with mobile and migrant populations generally and also in terms of prevention, treatment
and care or support of HIV+ persons. Several stakeholders were interviewed. Some were
from Government and some from the NGO and FBO sectors. The results of the
interviews follow.

Dr. Ramsey has been working in the field of HIV and AIDS since 1986 and was the first
person to be appointed to the position of Clinical Care Coordinator in 2005. He served in
this position until 2011 until Dr. Goodwin took over. The Care Coordinator is responsible
for administering Antiretroviral (ARV) medication to patients who are HIV+ and also for
providing follow-up care and monitoring of these patients. If a patient’s CD4 count is
higher than 3.5, they do not receive medication but are still monitored and seen about
once every three months. Dr. Ramsey sees patients at his private office located in St.
John’s at the Ramco Building, Independence Avenue. This office is not more than 5
minutes on foot from the two main bus terminals.
Dr. Ramsey does preventative work by educating the public and also healthcare
personnel. He conducts lectures and trainings on a regular basis around Antigua and also
in conjunction with the other agencies who work with vulnerable populations. His target
population includes not only persons who are HIV+ but also those who are at risk. He
offers pre and post counseling for persons who are being tested and if positive, while he
