Gender Affairs Division Director: Shelia Roseau This department based downtown functions under the Ministry of Education, Gender, Sports and Youth Affairs. Some of the services offered include: Crisis Center walk in service for individuals who are experiencing any form of abuse and social issues , Court Advocacy, Counseling, 24hrs Crisis hotline, Victim Support services, Temporary housing, Empowerment programme, referrals and Escort to services. Reproductive health and Social commodity discussions, demonstration and distribution. Public education and capacity building programmes, Research and Data collection. The target population is the general public but outreach is often done for trafficked persons, survivors of domestic violence and sexual assault. All services are free and an individual does not have to disclose their immigration status. However in some instances, some of the persons served have issues with being unable to pay for certain 51
services as this does act as a barrier to receiving care. A staff member made this declaration as it relates to health and other services: “Since access to health care is universal all of such services must be made available to all and sundry. However, if it is made mandatory for all to pay, then a system can be put into place for individuals who cannot afford it to apply for assistance. Criterions can be used to qualify individuals after an assessment is conducted to determine their ability to pay or not. But while the assessment is conducted the services must still be made accessible until the final determination .Additionally, a fund can be set up to invite organizations, the private sector, and also individuals to contribute to this fund for such causes” All clients are asked for their name and contact information, but the Gender Affairs. However staff members do not single out persons considered to be MARPS, nor ask them their sexual preference or status, but if it becomes disclosed during the course of offering the services, then those issues are handled based on the need of the individual. Some of the services offered to MARPS are calls from sex workers who access the services of the Crisis Center via the hotline, which is considered a mobile services as it can be accessed 24/7 and from anywhere. These women would then be encouraged to come in for an inoffice discussion and then if they are being trafficked or victimized, they are accompanied to the Police Station to make a report and an Order of Protection can be issued to the trafficked person. The specialized staff like the Director, Program officers and Research Officers as well as some of the support clerical staff have been trained in sociology, cultural diversity, VCT, support for HIV+ persons, gender development, capacity building and other relevant areas. As it relates to HIV and AIDS services, this department offers education, prevention (condom distribution) and support. The office sees approximately 27 to 30 new clients a month but while they know that a high number are migrants because of the issues raised, they cannot give a fixed number as they do not ask for that information for documentation purposes.
