1. Data assessment: The
applicant’s data, which should
include general information on the
product, the product’s track
record, available test data,
process quality control, and the
specific intended use of the
product, forms the basis of the
subsequent assessment if found to
be acceptable.
2. Production control: It is a
requirement of Agrément South
Africa that an approved and
documented quality system, based
on the requirements of ISO 9000,
be in place to control both the
manufacture of constituents and
the application process of the thin
bituminous surfacing system.
3. Laboratory testing: Testing
will be carried out, where
necessary, to determine or
confirm characteristics of materials
and to gauge aspects of
performance.
Characteristics of materials are
determined to confirm that
materials submitted for evaluation
fall within the agreed or specified
ranges; test values are also used
for subsequent quality monitoring
purposes.
4. System installation: System
installation will be witnessed to
help gauge the effectiveness of
the quality system and the
procedures for the application of
the UTFC. Road tests will be
carried out and relevant samples
taken for laboratory testing in
accordance with the test methods
and procedures detailed in the
approved guideline document.
These guidelines also lay down,
where applicable, required
performance levels.
Required levels of performance
take into account the certification
classification category and traffic
loads for which the system is
intended.
5. System performance: A trial
is required to assess the
performance of the system over a
period of time, and site
performance tests will include:
• Visual observation;
• Texture depth;
• Skid resistance;
• Torque bond.
Additional tests may be required
depending on whether
performance characteristics are
claimed which are not covered by
the above mentioned tests.
6. Certification: Subject to a
favourable assessment, Agrément
South Africa will issue an
Agrément certificate which will:
• clearly define the system and
state the uses for which the
system has been assessed;
• verify the system’s
compliance with the Board’s
performance criteria.
The certificate will also clearly
indicate conditions of certification
and the Board may, at its
