Years later <strong>the</strong> "accidental" discovery<br />

1961 George Blake, a British MI-6 official<br />

who had been involved with <strong>the</strong> planning<br />

04 Iwas identified as a Soviet mole<br />

by a Polish defector and was subsequently<br />

arrested and jailed. In 1970 Blake, who<br />

had escaped from a British jail and fled to<br />

Moscow, bragged to <strong>the</strong> press that he had<br />

betrayed <strong>the</strong> Berlin Tunnel operation. It<br />

was also suspected that he had blown <strong>the</strong><br />

whistle on th~<br />

~peration,too.<br />

Bitterness between NSA and CIA<br />

lasted for years. Canine was<br />

understandably upset when he found that<br />

he had been bypassed and left in <strong>the</strong><br />

dark. DCI Allen Dulles once mused that<br />

NSA and CIA continued to clash over a variety of issues as long as Dulles and Canine<br />

were <strong>the</strong> respective helmsmen. Yet <strong>the</strong> warfare was oddly out of place in Dulles's office.<br />

According to historian Thomas Powers, Dulles "never attempted to exercise [authority<br />

over <strong>the</strong> Defense Department intelligence components], partly in <strong>the</strong> interest of<br />

maintaining bureaucratic peace with <strong>the</strong> military, and partly because he just did not<br />

care.,,93<br />
