Whatever NSA did to entice civilians out to Fort Meade, it worked. Early estimates of<br />

civilian attrition by a panicky personnel office had ranged as high as 30 percent, but <strong>the</strong><br />

actual attrition rate was less than two percentage points higher than would normally have<br />

been expected had <strong>the</strong>re been no move at all. 48 By anyone's standards (except for <strong>the</strong><br />

COMSEC population left behind at Nebraska Avenue), <strong>the</strong> move was a success.<br />
