PresidElnt'sForeign Intelligence Advisory Board (PFIAB) was already complaining that<br />

NSA had been given too meagre a grant of power. 3S It did eventually result in<br />

standardized technical rules and procedures, and in that sense <strong>the</strong> ELINT experiment of<br />

1958 became a success. In <strong>the</strong> area of command and control, however, it was a dismal<br />

failure.<br />

<strong>The</strong> Kirkpatrick Committee<br />

<strong>The</strong> tireless process of reviewing intelligence functions continued to <strong>the</strong> end of <strong>the</strong><br />

Eisenhower administration. <strong>The</strong> last player in <strong>the</strong> game was <strong>the</strong> Kirkpatrick Committee.<br />

Chaired by Lyman Kirkpatrick of CIA, its purpose was to assess all defense intelligence<br />

programs, including SIGINT (a term that came into <strong>the</strong> language after NSCID 6 was inked).<br />

Kirkpatrick, like <strong>the</strong> CIA whence<br />

he came, was distressed at <strong>the</strong><br />

uncoordinated and duplicative nature<br />

of defense intelligence. Centralization<br />

was <strong>the</strong> only way to rationalize <strong>the</strong><br />

system, and in SIGINT that meant more<br />

power to NSA. ELINT was out ofcontrol<br />

(an old refrain), and <strong>the</strong> decentralizing<br />

tendencies of<strong>the</strong> Unified and Specified<br />

Commands had to thwarted.<br />

Moreover, COMINT and ELINT had not<br />

been fused, as Baker had envisioned.<br />

This was due in some degree to<br />

classification differences and <strong>the</strong><br />

tendency of COMINT people to shield<br />

<strong>the</strong>ir information from many of <strong>the</strong><br />

people who really needed it. 39<br />
