In 1955, Canine decreed that new types of field site equipment would henceforth<br />

require NSA coordination. In a letter to <strong>the</strong> three SeA chiefs, he stated that NSA would<br />

establish standards for facilities and equipment, manning and staffing factors, site<br />

surveys, and operational procedures. NSA set up a large and aggressive R&D program to .<br />

work out equipment and facility standards. <strong>The</strong> people and equipment for this effort had<br />

been inherited from ASA and NSG, though in San Antonio AFSS clung to its own R&D<br />

organization and was more independent in this respect than <strong>the</strong> o<strong>the</strong>r two services. 41<br />

<strong>The</strong> Decentralization Plan<br />

While Canine moved to secure unchallenged authority over COMINT, he began, almost<br />

simultaneously, a parallel and apparently opposite program called "decentralization." .<br />

I<strong>The</strong> issue had been pushed hard by General<br />

Hoyt Vandenberg when he had been Chief of Staff of <strong>the</strong> Air Force. Vandenberg had<br />

wanted to make COMINT <strong>the</strong> basis for an independent Air Force intelligence component to<br />

back up <strong>the</strong> strategic force. Security Service and Air Force intelligence officials insisted on<br />

direct support and, in a series of conferences with NSA in <strong>the</strong> summer and fall of 1953,<br />
