When <strong>the</strong> team presented its findings to Canine only a few/days hefore his retirement,<br />
it showed him a new organizational concept. Gone was <strong>the</strong> old numerical organizational<br />
system, replaced by pronounceable syllabic office designators. Thus DDO became PROD,<br />
and within PROD were four major offices:<br />

<strong>The</strong> principle of pronounceable syllables was c.a.rried through <strong>the</strong> Agency. For<br />
instance, MATH was <strong>the</strong> Ma<strong>the</strong>matical Research Division within R&D; RADE was <strong>the</strong><br />
Radio Equipment Division; STED was <strong>the</strong> Communications Security Division; PERS was<br />
personnel; MPRO (pronounced em-pro) was machine processing; SEC was security, etc. It<br />
was a profoundly rational way to designate offices, but it did not do a. very good job of<br />
obscuring office functions from an inquiring publk. Ultimately, that was to spell <strong>the</strong> end<br />
of<strong>the</strong> pronounceability craze, although <strong>the</strong> basic organizational scheme would continue to<br />
<strong>the</strong> end of<strong>the</strong> <strong>Cold</strong> <strong>War</strong>.<br />
logistics functions. Itwas a powerhouse organization.<br />
<strong>The</strong> director's staff was reduced.in proportion to <strong>the</strong> matters transferred to PROD.<br />
Gone were such offices as Headquarters Commandant and Adjutant General, Army-type<br />
organizations whose very meaningis obscure today. To manage a potentially unwieldy<br />
Production organization, McKinsey created <strong>the</strong> staffsystem that carried through <strong>the</strong> <strong>Cold</strong><br />
<strong>War</strong>: <strong>the</strong> 02,03,04, etc., way ofsta,fforganization.<br />
By far <strong>the</strong> biggest organization in <strong>the</strong> Agency was GENS. Out ofjustoverDpeople<br />
assigned to PROD, almosDcalled GENS home. <strong>The</strong> GENS organizational system, as<br />
modified by a 1957 re-reorganization, created al<br />
lorganizational scheme that<br />
