REFURBISHMENT AND REOPENING OF PUBLIC CONVENIENCES IN SHOPPING CENTRES ITEM 11 Contact Officer Gerry Edwards - 018952 50903 Papers with this report None SUMMARY As requested by Cabinet at its meeting held on the 12 th October 2005 this report informs Cabinet of the programme for the refurbishment and reopening of public conveniences at Botwell Lane, Hayes and Manor Farm, Ruislip. RECOMMENDATION Cabinet is asked to note the programme for the refurbishment and reopening of the public conveniences at Botwell Lane, Hayes and Manor Farm, Ruislip. REASONS FOR OFFICER RECOMMENDATIONS To advise Cabinet on further details of the programme for the refurbishment and reopening of public conveniences as requested by Cabinet at its meeting held on 12 th October 2005. OPTIONS AVAILABLE To ask officers to prepare a different programme for the refurbishment and reopening of Botwell Lane and Manor Farm public conveniences. INFORMATION 1. At its meeting held on the 12 th October 2005 Cabinet agreed to the refurbishment and reopening of public conveniences at Botwell Lane, Hayes and Manor Farm, Ruislip to ensure the earliest possible opening. 2. Officers have appointed a specialist consultant, Dunlop Haywards to prepare specifications for tendering and the management of the refurbishments on site. Dunlop Haywards, who are used by Hillingdon Homes as a term consultant, have an excellent reputation for this type of refurbishment and will work closely with the Council’s Waste Development Manager who will have overall responsibility for the management of the public conveniences in operation. Dunlop Haywards propose to tender the works on the 28 th November 2005 with tenders being analysed during the period immediately before Christmas with a view to starting the works on the 9 th January 2006. Under Standing Orders the tender will require the approval of the Cabinet Member for Finance, Regeneration and Corporate Services. It is proposed that both projects will be organised as one contract of 10 weeks duration. PART 1 – MEMBERS, PUBLIC AND PRESS Cabinet report 10 th November 2005 Page 226
3. The programme and method of procurement recommended by Dunlop Haywards is regarded by officers as realistic. Financial Implications 4. The 2005/2006 Capital Programme includes a budget of £250k for disabled and older people's priorities. The proposed Public Conveniences mentioned in this report for re-opening will be funded from this budget. The revenue consequences of re-opening the proposed public conveniences are significant and dependant on the opening hours and whether mobile or static workers are used. The costs could be in the region of between £125k and £200k and would need to be included in next year’s budget setting process. If it is assumed that these premises re-open early in 2006, the consequent revenue cost falling within this year’s budget could be in the region of between £31k and £50k. The budget for public conveniences in 2005/2006 is fully committed. It is therefore anticipated that these additional costs will have to be met from the corporate risk contingency. 5. It is understood that CCTV will be installed outside each of the planned sites. The CCTV capital budget of £203k has currently been prioritised of which £89k has been committed. The proposals set out within this report could be met from within this budget. The revenue monitoring report for month 5 is predicting an overspend of £25k for the CCTV service assuming that all projects are installed during this year. CORPORATE CONSULTATIONS CARRIED OUT Legal Implications 6. Any tendering exercise undertaken by Dunlop Haywards on behalf of the Council will have to be conducted in accordance with existing primary and secondary legislation,relevant Guidance and the Council's Procurement and Contract Standing Orders and associated Code of Practice. Corporate Finance Comments 7. The main financial implications are set out in the body of the report. The revenue growth that the implementation of this project will require has not been included in the budget setting process to date, as this is a new initiative. It should therefore be regarded as an additional budget pressure that will need to be met from further savings or increased council tax. 8. Should the public conveniences revenue budget overspend as a result of opening the facility in the current financial year, there is sufficient funding within the corporate risk contingency to meet this cost. 9. CCTV installation for the exterior of these public conveniences would replace existing projects within the CCTV capital programme. The revenue costs associated with CCTV expansion have already been identified in the MTFF and so there are no new implications arising for budget setting.
