RECOMMENDATIONS That Cabinet: 1. Approves the introduction of a charging regime for pre-application advice on prospective major applications as defined by BV109 (a) at the rates and on the terms and conditions set out in Appendix 1 attached. 2. Approves the use of any funds received for reinvestment within the preapplication advice service without any adjustments to the Planning and Transportation Group base budget. 3. Authorises that the Council’s own development schemes shall be exempt from the charging regime for pre-application advice. 4. Authorises the Director of Planning and Transportation to introduce the charging regime for pre-application advice at the rates and on the terms and conditions set out in Appendix 1 when she considers it appropriate to do so. REASONS FOR OFFICER RECOMMENDATION This report addresses the need for the Cabinet to be appraised of the option of local planning authorities charging fees for pre-application advice, and seeks to explain why it is considered appropriate to pursue this option within Hillingdon. It proposes that the charging regime is only introduced when the Director of Planning and Transportation is satisfied all the requisite arrangements are in place.
