Önümüzdeki süreçte Türkmenistan gazıyla<br />
ilgili olarak Azerbaycan üzerinden Türkmen<br />
gazı getirilmesi ve farklı alternatiflerin konuşulması<br />
söz konusudur. Türkiye’nin özellikle<br />
Kazakistan, Türkmenistan ve Azerbaycan özelinde<br />
inşaat firmalarıyla etkili bir pozisyonda<br />
olduğu, özellikle bu ülkelerin altyapı yatırımları<br />
konusunda önemli bir rol oynadığı ifade edilebilir.”<br />
Türkiye ve Azerbaycan’ın ortak girişimiyle<br />
gerçekleşen TANAP projesiyle Azerbaycan,<br />
Türkiye’nin en büyük yabancı yatırımcısı oldu.<br />
Türkiye için önemli bir stratejik kurum olan<br />
‘PETKİM’ ve STAR Rafinerisi gibi yatırımlar da<br />
bunun en iyi örnekleri arasında sayılıyor.<br />
Özertem’e göre bunlar göze alındığında <strong>Hazar</strong>,<br />
önemini 2000’lerde de korumaya devam edecek.<br />
“Türkiye 2020’lere doğru giderken yaklaşık yıllık<br />
70 milyar metreküp doğal gaz tüketecektir.<br />
Bu bağlamda bugün 48 milyar metreküp gaz<br />
tüketen Türkiye’nin 20 milyar metreküpün üzerinde<br />
bir gaz açığı söz konusudur. Bunu <strong>Hazar</strong><br />
Havzası’ndan bugün veya Ortadoğu veya Doğu<br />
Akdeniz Havzası’ndan elde etme yönünde belli<br />
girişimleri vardır. Bu yönüyle bugün <strong>Hazar</strong><br />
Havzası’nda özellikle Azerbaycan’la imzalamış<br />
olduğu TANAP en makul görülen seçeneklerin<br />
başında gelmektedir. Türkiye’den geçecek bu<br />
projenin önemli ölçüde maliyeti de SOCAR şirketi<br />
tarafından sağlanacaktır. O yüzden oluşturulacak<br />
iş imkânları veya sağlanacak bu altyapı<br />
yatırımında, 1900’larda Türkiye nasıl önemli bir<br />
rol oynadıysa, bugün aslında Azerbaycan’ın da<br />

resources of the region to European markets.<br />
In this respect, Trans Anatolian Natural Gas<br />
Pipeline (TANAP), which is not only an energy<br />
project but also a peace project, and Trans<br />
Adriatic Pipeline (TAP) project as well as Baku-<br />
Tbilisi-Ceyhan Oil Pipeline, Baku-Tbilisi-<br />
Erzurum Natural Gas Pipeline, Baku-Tbilisi-<br />
Kars Railway Project and the Blue Stream<br />
Project are maximizing the cooperation opportunities<br />
with Caspian countries and contributing<br />
to the employment. According to Hasan<br />
Selim Özertem, International Strategic<br />
Research Organization (USAK) Expert on<br />
Eurasia and Energy, Turkey’s relationship with<br />
Caspian states, particularly with Azerbaijan,<br />
might lead to bigger projects in the future.<br />
“From 1990s to 2000s, it is observed that more<br />
initiatives are taken for natural gas besides oil<br />
which has an importance particularly for global<br />
economies and in terms of regional energy<br />
security, particularly European energy security.<br />
In this respect Turkey steps up as an important<br />
route. It is regarded as a key transit route on<br />
the East-West and North-South lines and also<br />
an important element of foreign policy in the<br />
European Union full membership process. In<br />
the coming period, regarding Turkmenistan<br />
natural gas, delivery of Turkmen gas through<br />
Azerbaijan and other alternatives might be discussed.<br />
Turkey has an effective position with<br />
its construction companies, especially in<br />
Kazakhstan, Turkmenistan and Azerbaijan,<br />
and Turkey plays an important role with its<br />
infrastructure investments in these countries.”<br />
With TANAP project which is being implemented<br />
with joint initiative of Turkey and<br />
Azerbaijan, Azerbaijan has become the biggest<br />
foreign investor of Turkey. Investments such as<br />
‘PETKIM’ and STAR Refinery can be given as<br />
the best examples for this. According to<br />
Özertem, when they are taken into consideration,<br />
the Caspian Region will maintain its<br />
importance in 2000s.<br />
“By 2020s Turkey will be consuming approximately<br />
70 billion cubic meters of natural gas<br />
per year. In this context, Turkey consumes 48<br />
billion cubic meters of gas today, and it has a<br />
gas deficit of more than 20 billion cubic meters.<br />
Today there are certain initiatives to meet this<br />
need from the Caspian Basin or from the<br />
Middle East or the Eastern Mediterranean. In<br />
this respect, today the Caspian Region, especially<br />
TANAP is one of the most reasonable<br />
options. The cost of this project that will pass<br />
through Turkey will be mostly funded by<br />
SOCAR. For this reason, by creating new job<br />
opportunities and making this infrastructure<br />
investment, we are evolving into a position<br />
