January 23, 1986—<strong>City</strong> Council adopted Resolution No. 86-98 endorsing in concept the<br />

preliminary final plan <strong>of</strong> the Waterfront Park Master Plan<br />

November 10, 1988—<strong>City</strong> Council’s Waterfront Subcommittee met to review the Waterfront<br />

Park Master Plan and approve recommending to <strong>City</strong> Council that the Waterfront<br />

Park Master Plan, as adopted in concept by city Council on January 23, 1986, be reaffirmed<br />

and used as the planning guide for future use <strong>of</strong> the city’s waterfront park system<br />

and that the plan be implemented in phases when funding became available.<br />

September 10, 2009—During a Council workshop, staff provided a comprehensive update<br />

on the status <strong>of</strong> the various downtown waterfront master plans with Council indicating<br />

its acceptance <strong>of</strong> the update with the following action items:<br />

1. Request the charter Review Commission review the current Charter protections for<br />

the city’s parks and waterfront property to determine if the protections against development<br />

are adequate or need to be strengthened;<br />

2. Continue downtown waterfront park enhanced maintenance & design standards;<br />

3. Provide Pier Task Force recommendations to Mayor and <strong>City</strong> Council by February<br />

2010;<br />

4. Schedule a Council workshop to review the status <strong>of</strong> the Port Master Plan Update by<br />

March 2010;<br />

5. Complete the Marina <strong>St</strong>rategic Rehabilitation Plan by December 2012;<br />

6. Complete construction <strong>of</strong> the Progress Energy Center for the Arts Plaza by December<br />

2010;<br />

7. Complete bike/multi-purpose trail enhancements for a contiguous linkage <strong>of</strong> the<br />

downtown waterfront by 2013, subject to funding availability<br />
