Plan Recommendations (14)<br />

1. Major Maintenance: Repair and replacement <strong>of</strong> seawalls at the following locations:<br />

South Yacht Basin from Al Lang to Demens Landing; north side <strong>of</strong> Demens Landing;<br />

Central Yacht Basin, south <strong>of</strong> the “Doc Webb Center” (portion <strong>of</strong> the existing Pelican<br />

parking lot), Vinoy Basin and Flora Wylie Park<br />

2. Restrooms and Bathhouses: Restrooms at Demens Landing, “Little <strong>St</strong>. Mary’s” restroom,<br />

locker rooms at North Shore Pool and the restroom/bathhouse at Bay Beach require<br />

renovation. The existing restroom/bathhouse at Spa Beach requires replacement<br />

3. Maintenance <strong>St</strong>ructures: To improve the efficiency <strong>of</strong> regular maintenance activities<br />

and enhance the quality <strong>of</strong> the waterfront parks’ visual environment, well designed<br />

maintenance facilities will be required. New maintenance structures are required in<br />

the Center for the Arts Plaza, Demens Landing and on the Pier approach. Replacement<br />

<strong>of</strong> the maintenance facility at North Shore Pool is also desirable<br />

4. Irrigation Systems: To meet improved maintenance standards and ensure the long<br />

term health <strong>of</strong> the parks’ landscaping, existing irrigation systems must be upgraded<br />

and expanded<br />

5. Plant Material Replacement: A replacement program for freeze damaged plants is<br />

required. Replacement <strong>of</strong> the Washington Palms which border the downtown portion<br />

<strong>of</strong> Bay Shore Drive is required. A solid “carpet” <strong>of</strong> grass will also add significantly to the<br />

visual quality and usability <strong>of</strong> the parks. As a result, turf replacement is recommended<br />

at Spa Beach, Flora Wiley Park and along the eastern edge <strong>of</strong> the Bay Shore Drive in<br />

the downtown area<br />

6. Regular Maintenance: Increase the maintenance budget to provide for upgraded<br />

maintenance throughout the waterfront parks and to meet the increased park maintenance<br />

requirements which new facilities and a higher level <strong>of</strong> use will create<br />

7. Planting <strong>Design</strong>: Careful landscape design will help simplify maintenance and promote<br />

efficiency<br />

8. Quality <strong>Design</strong> and Materials: Over the longer term, maintenance and regular replacement<br />

costs can be minimized by using only the highest quality materials for<br />

plantings, paving, light fixtures, structures and furnishings. In addition, all architectural<br />

elements must be carefully designed and detailed to discourage vandalism and slow<br />

the inevitable deterioration caused by exposure to the elements<br />
