The Port Master Plan allows the <strong>City</strong> to implement needed capital improvements<br />

for existing uses that are incorporated with the <strong>City</strong>’s Downtown Waterfront Master<br />

Plan, while pursuing diverse opportunities for the future.<br />

An approved Master Plan is required for eligibility to secure state grant funding<br />

and projects must be included in plan to receive funding.<br />

The Municipal Port currently provides docking facilities for mega-yachts, research<br />

vessels, as well as other visiting ships and boats. The new SRI research<br />

and development facility is also located there; and, under the terms <strong>of</strong> their<br />

lease, SRI has the right to build another facility on the site they currently lease.<br />

During 2010, <strong>City</strong> Council workshops were conducted and an RFP process was<br />

launched to solicit development proposals.<br />

The 2010 RFP responses were inadequate, primarily due to potential lease term<br />

restrictions. A referendum allowing 25 year lease terms to allow a more favorable<br />

environment for Port development was rejected by voters on November 8,<br />

2011. However, it is the <strong>City</strong>’s intent to work with the private sector to develop a<br />

specific development plan for the Port in order to enhance its economic impact<br />

on the community.<br />
