“Substantive Pay” means the pay other than special pay, personal<br />

pay or emoluments classed as pay to which an employee is entitled<br />

on account of a post to which he has been appointed substantively<br />

or by reasons of his substantive position in a cadre.<br />

Note: When a special pay is granted in lieu of a higher time scale<br />

such special pay shall also count as substantive pay, provided<br />

the employee holds a lien on the post to which the special pay is<br />

attached.<br />

“Schedule” means a schedule to these rules.<br />

Clarification of doubts:<br />

When a doubt arises as to the interpretation or application of any of these<br />

rules, the matter shall be referred to the Vice-Chancellor whose decision<br />

shall be final.<br />

POSTS, RECRUITMENT AND APPOINTMENTS<br />

Categorisation of Posts, Cadres and the posts under the University shall<br />

be decided upon from time to time.<br />

Qualification for Appointment: The qualifications for appointment to posts<br />

in various cadres in the University shall be such as may be determined by<br />

the Board of Management from time to time.<br />

Fitness: No person shall be appointed to any post unless the appointing<br />

authority is satisfied that he possesses good character and antecedents<br />

and is medically fit.<br />

Methods of Recruitment: Recruitment to the posts may be made:<br />

(a)<br />

By direct recruitment in accordance with the provisions of the Act,<br />

Statutes, Ordinances and regulations made by the Board of<br />

Management from time to time.<br />

Decision 1 :- Resolved that recruitment in the University should be<br />

through open advertisement, However, a copy of the advertisement<br />

may also be sent to the employment exchange for the use of those<br />

who are registered with them.<br />

By promotion.<br />

By appointment of employees borrowed from universities, institutes,<br />

government departments and other institutions.<br />
