Normally not more than 10% of the sanctioned strength<br />

of staff shall be granted study leave at any one time in<br />

any of the University Teaching Departments except in<br />

special circumstances. The Board of Management/Vice-<br />

Chancellor may otherwise decide. For non-teaching<br />

employees the percentage shall be 5% of sanctioned<br />

strength.<br />

(6) A staff member who is granted study leave shall be entitled to<br />

leave salary as per norms prescribed below:<br />

For study leave upto a period of 2 years - Full pay<br />

(ii) For study leave for next one year - Half pay<br />

A staff member availing study leave shall execute a bond on nonjudicial<br />

stamp paper of Rs. 5/- (Appendix- ) in favour of Vardhman<br />

Mahaveer Open University thereby undertaking to serve the<br />

University for a period equivalent to the leave period after expiry<br />

of the study leave and resumption of duty. The bond shall state<br />

that in case the period of study leave is extended, the validity of<br />

the bond shall be extended proportionately.<br />

A staff member who has availed study the leave and has not<br />

completed the required period of service as per condition of the<br />

bond executed shall not be allowed to take to any employment<br />

elsewhere, but if he desires to be relieved from service for this<br />

purpose, he shall be required to refund the whole amount paid to<br />

him during the period of study leave.<br />

(iii)<br />

A staff member failing to serve the University for the period as<br />

stated in (i) above after expiry of the leave period and resumption<br />

of duty shall be liable to refund the leave salary actually paid to<br />

him by the University.<br />

Provided that a staff member who joins duty and serves the<br />

University for a period not less than six months shall refund to the<br />

University the sum actually paid to him as leave salary in proportion<br />

to the unexpired period of the required service.<br />

(8) The study leave can be combined with earned leave, half-pay<br />

leave, extraordinary leave provided that such leave is admissible<br />

to him.<br />

(9) The study leave shall be deemed to have been cancelled in case it<br />

is not availed of within a period of six months from the date of<br />

issue of the sanction.
