o.16.17 (a) The University shall suspend the lien of an employee on a permanent<br />

post, which he/she holds substantively if appointed in a substantive<br />

capacity:<br />

To a permanent post outside the cadre on which he/she is borne;<br />

OR<br />

Provisionally to a post on which another employee would hold a<br />

lien had his/her lien not been suspended under prevalent rules.<br />

(b) The University may at its descretion, suspend the lien of an employee on a<br />

permanent post which he/she holds substantively, if he/she is transferred<br />

to Foreign Service or in circumstances not covered by clause (a) of this<br />

rule, is transferred, whether in a substantive or officiating capacity to a<br />

post in another cadre, and if there is reason to believe that he shall remain<br />

absent from the post on which a lien is held for a period of not less than<br />

three years.<br />

o.16.18 An employee shall be required to subscribe to a provident fund or similar<br />

fund in accordance with such rules as the University may by order or<br />

prescribe from time to time.<br />

o.16.18A Seniority 1 :<br />

Conditions of service of teachers and other employees<br />

Seniority in each class of post shall be determined by the date of order of<br />

substantive appointment to the class of post by way of regular selection in<br />

the University provided:<br />

(1) That the inter-se seniority of employees transferred from<br />

M.L.Sukhadia University Udaipur and University of Rajasthan<br />

Jaipur shall be determined from the date of their substantive<br />

appointment in these universities.<br />

(2) That the inter-se seniority of persons appointed by direct recruitment<br />

from amongst the same list recommended by the Selection Committee<br />

except those who do not join service when a vacancy is offered to<br />

them, shall follow the order in which they have been placed in<br />

respect of the list prepared by the Selection Committee.<br />

(3) That the inter-se seniority of persons appointed to a particular class<br />

of posts by promotion shall follow the order in which they have<br />

been placed in the respective list prepared by a departmental<br />

promotion committee.<br />
