she has earned the next or any subsequent increment in the old scale, or<br />
until subsequent increment in the old scale or until he/she vacates the post<br />
or ceases to draw pay in that time-scale. The option once exercised shall be<br />
final.<br />
o.16.31 Unless otherwise mentioned in the orders sanctioning revision of the<br />
scales of pay, the following principles shall be followed for fixation of pay<br />
when the scale of pay of a post is revised.<br />

If the pay drawn in the previous scale is less then the minimum of<br />
the revised scale, then the pay in the revised scale may be fixed at<br />
the minimum.<br />
If the pay drawn in the previous scale is at a stage in the revised<br />
scale, the pay in the revised scale may be fixed at the next stage.<br />
o.16.32 In regard to persons joining the University either on lien or on deputation<br />
from other public institution/Universities/Government, the increase in pay<br />
(which includes personal pay, special pay, etc.) they are entitled to in their<br />
parent institution/University/Government during the period of lien/<br />
deputation shall be protected and the arrears, if any, disbursed by the<br />
University, if the increased pay is not a stage in the time-scale in the<br />
University, the pay scale shall be fixed in the next higher stage, without<br />
prejudice to his normal date of increment.<br />
o.16.33 An increment shall ordinarily be drawn as a matter of course unless it is<br />
withheld. An increment may be withheld from an employee by a competent<br />
authority if the conduct or his/her work has not been satisfactory. In<br />
ordering the withholding of the increment, the withholding authority shall<br />
state the period for which it is withheld and whether the postponement<br />
shall have the effect of postponement of future increments.<br />
o.16.34 Where an efficiency bar is prescribed in a time-scale, the increment next<br />
above the bar shall not be given to an employee without the specific<br />
sanction of the authority empowered to withhold increments.<br />
o.16.35 The following provisions prescribe the conditions on which service counts<br />
for increments in time-scales: -<br />
(a)<br />
Duty leave in a post on a time-scale shall be counted in that timescale.<br />
Leave, including study leave (excluding leave without pay),<br />
on deputation, or to serve elsewhere subject to a maximum of 3
