The following procedure shall be followed for making appointments to
post in different cadres.
(i)
(ii)
Appointment to a post in the cadre to daftri or Gestetner operator
or equivalent shall be made through selection or seniority-cummerit
basis from amongst the permanent employees in lower cadre.
Promotion to the post in the cadre of UDC, Asstt. And Section
Officer shall be 100% on the basis of seniority-cum-merit from the
permanent cadre of lower post(s) 1 .

(iv)
All appointments shall be reported to the Board of Management.
In special circumstances, the Board of Management shall also
have the power to waive or relax any of these rules.
