5. Procedures<br />
Purchases will be carried out from the source in order of following preferences to the<br />
extent it meets requirements, specifications of indenting officer.<br />
5.1 Surplus material from other Departments.<br />
5.2 Supplies from Government Departments.<br />
5.3 Government of Maharashtra Rate Contract.<br />
5.4 D. G. S. & D Govt. of India Rate Contract<br />
5.5 Empanelled suppliers/service Provider/Contractors of YASHADA where<br />
expenditure involves more than Rs. 5000/- but less than Rs. One lakh.<br />
5.6 In case of urgency with prior permission for Director General expenditure to the<br />
extent Rs. 50,000/- can be incurred where reasonability of rate is ascertained at<br />
least by 3 members of Purchase Committee by personally visiting establishment<br />
of Manufacturer or National level Distributors in case of imported goods.<br />
5.7 By open tender for expenditure involving more than Rs. One Lakh.<br />
5.8 Work regarding floating of a tender, preparation of tender document etc. will be<br />
carried out either by Administration Department or respective Head of<br />
Department / Centre, as per the decision taken by Purchase & Expenditure<br />
Committee.<br />
5.9 Power to sanction expenditure will prevail as delegated by Executive Committee<br />
& Board of Governors time to time<br />
6. Operation<br />
6.1 Committee will start its function w.e.b. 27th January, <strong>2004</strong>.<br />
6.2 Review of functioning of this committee will be carried out after 3 month for<br />
further clarification and refinements<br />
