Background:<br />

With YASHADA poised to increase its training and research output six fold over the<br />

coming years, it is felt that the current support structures (viz. the Centre for Audio-<br />

Visual Production (CAVP) and the Publications Cell) need to be revamped and<br />

strengthened, so that they can contribute fully to these training and research processes.<br />

They should, ideally, be the creators and initiators of new knowledge resources, and not<br />

just the disseminators of an end product, conceived and designed by others.<br />

In addition, there is a need to heighten the YASHADA profile in the mass media, so that<br />

larger issues of governance can be brought into the domain of public awareness.<br />

YASHADA, as the most credible advocate of the initiatives within State Government,<br />

needs to engage in a continuing dialogue with civil society, to make , good governance a<br />

reality in Maharshtra.<br />

Finally, with the exponential growth in information and the new technologies at its<br />

disposal, YASHADA is uniquely placed to develop and disseminate knowledge resources<br />

necessary for development and public administration through training and publication.<br />

In the .light of the above, it is therefore resolved to establish a 'YASHADA Media and<br />

Resource Centre' (YMRC) by merging the existing Centre for Audio-Visual Production<br />

(CAVP), and the Publications Cell, and suitably strengthening them as outlined below.<br />

Objectives:<br />

The objectives of the YMRC will be as follows:<br />

1. To develop and disseminate knowledge sources of direct use in development and<br />

public administration;<br />

2. To provide the State Government interface with mass media and in engaging civil<br />

society.<br />

3. To provide and maintain state-of-the art audio-visual facilities for training and<br />

research<br />
