Description: Proposed in 2011 is a consultant to<br />

study the replacement <strong>of</strong> the current rural cross-section<br />

<strong>of</strong> Douglas Avenue with an urban cross-section. This<br />

project would install curbs, gutters, and storm sewer;<br />

and fill the median and side ditches. Douglas<br />

Avenue/Parkway is the <strong>City</strong>’s “east-west spine”, and is<br />

the <strong>City</strong>’s traditional “main” street.<br />

Justification: The project would reduce the amount <strong>of</strong><br />

maintenance required on Douglas Avenue, and would<br />

improve the appearance <strong>of</strong> this road. The current side<br />

and median ditches are susceptible to erosion and<br />

require continuous maintenance in the form <strong>of</strong> ditch<br />

cleaning and mowing.<br />

Project Status: A landscape architect would need to<br />

be selected to design beautification plans for the<br />

corridor, including identifying possible locations for<br />

public art and landscaping features. The plans are in<br />

the conceptual stage and would be constructed in seven<br />

phases; and would need to be advanced in order to be<br />

completed by the 2017 Centennial. Construction costs<br />

estimated for each phase. Although the years are<br />

unprogrammed, the tentative phases identified by staff<br />

are: Phase 1 ($848.8K) from 100 th St. to 109 th St.;<br />

Phase 2 ($334.8K) from 86 th St. to North Walnut<br />

Creek; Phase 3 ($866.8K) from Elm Drive to 83 rd<br />

St.; Phase 4 ($918.8K) from 83 rd St. to 86 th St., and<br />

from North Walnut Creek to 92 nd St.; Phase 5<br />

($242.8K) from 92 nd St. to Mary Lynn Dr. Phase 6<br />

($563.5K) from Mary Lynn Drive to Patricia Drive;<br />

and Phase 7 ($908.8K) would complete the project<br />

from Patricia Drive to 100 th Street.<br />

Effect on Operating Budget: Decrease due to less<br />

maintenance costs.<br />
