Description: Proposed in 2011 is a consultant to
study the replacement of the current rural cross-section
of Douglas Avenue with an urban cross-section. This
project would install curbs, gutters, and storm sewer;
and fill the median and side ditches. Douglas
Avenue/Parkway is the City’s “east-west spine”, and is
the City’s traditional “main” street.
Justification: The project would reduce the amount of
maintenance required on Douglas Avenue, and would
improve the appearance of this road. The current side
and median ditches are susceptible to erosion and
require continuous maintenance in the form of ditch
cleaning and mowing.
Project Status: A landscape architect would need to
be selected to design beautification plans for the
corridor, including identifying possible locations for
public art and landscaping features. The plans are in
the conceptual stage and would be constructed in seven
phases; and would need to be advanced in order to be
completed by the 2017 Centennial. Construction costs
estimated for each phase. Although the years are
unprogrammed, the tentative phases identified by staff
are: Phase 1 ($848.8K) from 100 th St. to 109 th St.;
Phase 2 ($334.8K) from 86 th St. to North Walnut
Creek; Phase 3 ($866.8K) from Elm Drive to 83 rd
St.; Phase 4 ($918.8K) from 83 rd St. to 86 th St., and
from North Walnut Creek to 92 nd St.; Phase 5
($242.8K) from 92 nd St. to Mary Lynn Dr. Phase 6
($563.5K) from Mary Lynn Drive to Patricia Drive;
and Phase 7 ($908.8K) would complete the project
from Patricia Drive to 100 th Street.
Effect on Operating Budget: Decrease due to less
maintenance costs.
