Parks<br />

With the continued growth <strong>of</strong> the <strong>City</strong>’s residential neighborhoods to the west, there<br />

has been a growing demand for trail and playground improvements. During the next<br />

five years, new trails are planned for 156 th to connect to the <strong>City</strong> <strong>of</strong> Clive (2011), N.W.<br />

<strong>Urbandale</strong> Drive (2010), and 128 th Street to connect to the <strong>City</strong> <strong>of</strong> Grimes (2010).<br />

Additionally, trail connections and/or playground equipment are planned for the<br />

neighborhoods <strong>of</strong> the Glen Eagles, Telby Knolls, Walnut Trace Park and Walnut Creek<br />

Hills Park. In the long term (2015+), trail connections and/or playground equipment<br />

are planned for the neighborhoods <strong>of</strong> Deer Ridge West, Waterford Park, Oakwood<br />

Park, and the remaining phase to complete the connection to the Raccoon River<br />

Valley Regional Trail.<br />

Funds are also programmed for the development <strong>of</strong> three regional facilities. First,<br />

the development <strong>of</strong> infrastructure in the Walnut Creek Regional Park will be<br />

continued. This 227 acre park is located east <strong>of</strong> 156 th Street, between Douglas<br />

Avenue and Meredith Drive. Some <strong>of</strong> the improvements planned for the park<br />

include a trail system, a roadway system, open air and enclosed shelters, an<br />

outdoor aquatic center, a nature center, a regional playground, annual and<br />

specialized landscaping; the timing <strong>of</strong> many <strong>of</strong> these projects is dependent on the<br />

acquisition <strong>of</strong> at least two key parcels. Second, the final phase <strong>of</strong> the Walker<br />

Johnston Park regional playground will be completed. In 2010, a boardwalk and<br />

year-round dock will be constructed at the pond, and in 2011 a swing or slide area<br />

will be constructed to replace the play equipment that was removed when the skate<br />

park was constructed. Additionally, the tennis courts in this park are scheduled for<br />

reconstruction in 2010 and the parking lot will be paved in 2012. Then in 2015+,<br />

future improvements include a planned garden, a stage, and a patio. Third, the<br />

feasibility <strong>of</strong> a cemetery west <strong>of</strong> I35/80 will be analyzed in 2015+; this will determine<br />

if the future estimated cost in 2015+ <strong>of</strong> $800,000 would be required; if not, then it<br />

would “free up” debt issuance capacity for other projects.<br />

The recommended <strong>CIP</strong> also provides funding for a number <strong>of</strong> park maintenance<br />

projects. The first project will address the repair needs <strong>of</strong> the existing trail system,<br />

at an annual cost <strong>of</strong> $55,000. The second project will upgrade existing tot lots and<br />

playgrounds in the <strong>City</strong>’s neighborhood parks, at an annual cost <strong>of</strong> $50,000.<br />

Playground and facility upgrades are also planned for Lions Park, South Karen<br />

Acres Park, and the UGRA S<strong>of</strong>tball and Soccer Complex. The trail underpass at<br />

Aurora Avenue and 92nd Street would be reconstructed in 2010. The Lakeview<br />

Park pond will be dredged in 2011. Finally, in 2015+, renovations are planned for<br />

Murphy Park, which is one <strong>of</strong> the <strong>City</strong>’s oldest parks.<br />

Finally, the Outdoor Aquatics Center was moved back to 2015+ due to financial<br />

constraints. In staff’s preliminary planning, it was in 2012, but since the $5 million<br />

associated with this project was an unknown and would be highly dependent on the<br />

school district’s decision in 2013 regarding possible continuation or demolition,<br />

delaying it to 2015+ “freed up” debt issuance capacity to schedule known projects.<br />

The Outdoor Aquatics Center will require a voter referendum to issue debt for<br />

construction.<br />
