extension, between I35/80 and N.W. 54 th Avenue (in 2014); the widening of 121 st
Street, from Douglas Parkway to Meredith Drive (in 2012); the construction of a
five-lane arterial roadway from N.W. 50 th and Iowa Highway 141 that would connect
into the north ramp of I35/80 and extend west to 128 th Street (in 2012); and an
intersection improvement project is also planned for Northpark Drive from 86 th
Street to 100 th Street (in 2014). Beyond 2015, it is anticipated that a full interchange
will be constructed at 100 th Street, and that Northpark Drive, west of 100 th Street
will be constructed.
The recommended CIP addresses several maintenance and capacity issues on
existing streets located east of I35/80. These projects include the resurfacing of
100 th Street, from Hickman Road to Douglas Avenue (in 2010); the resurfacing of
Douglas Avenue, from 100 th Street to 111 th Street (in 2012); the resurfacing of
Aurora Avenue, from 70 th Street to 86 th Street (in 2014); intersection improvements
at 86 th Street and Douglas Avenue (in 2011), the widening of Meredith Drive, from
86 th Street to NW Urbandale Drive (in 2012); and intersection improvements at
100 th Street and N.W. 54 th Avenue (in 2013). Future (2015+) improvements include
the reconstruction of Aurora Avenue at 112 th Street, intersection improvements at
75 th Street and Douglas Avenue, and 83 rd Street and Douglas Avenue. The long
term (2015+) also includes the continuation of the 70 th Street streetscape project.
Finally, a consultant (2011) would study the conversion of the Douglas Avenue
medians from a rural cross-section to an urban-cross section. In staff’s preliminary
planning, a phase had been scheduled for each year starting in 2010, in an effort to
complete the seven phases by the City’s 2017 Centennial. (2010-2015+), but the
phasing was all moved back to 2015+ due to financial constraints.
Street Lighting
This category provides for the installation of street lights along collector and arterial
roadways in Urbandale. Douglas Avenue from 70 th Street to 75 th Street would be
converted to LED street lighting (2010), and street lights would be installed on
Douglas Avenue from 109 th Street to the I35/80 interchange (2010). In 2014, steel
light poles with double mast arms will be constructed in the center median on 128 th
Street, between Hickman Road and Douglas Parkway.
Traffic Signals
The recommended CIP provides for the installation of traffic signals at seven
intersections throughout the City during the next five years. These traffic signals
will address traffic safety and capacity issues at 104 th Street and Meredith Drive
(2010), 109 th Street and Douglas Avenue (2010), Hickman Road and the entrance
to the Deerfield Retirement Community (2011), 100 th Street and Plum Drive (2013),
128 th Street and Aurora Avenue (2012), 128 th Street and Plum Drive (2014), and
156 th Street and Douglas Parkway (2014). Additionally, the Cities of Urbandale and
Des Moines will jointly fund a traffic signal interconnect project (in 2010) to improve
traffic flow on Merle Hay Road from University Avenue to I35/80. In the long term
(2015+), the installation of seven intersection traffic signals are planned for Douglas
Avenue and 75 th Street, Hickman Road at 133 rd Street and at 149 th Street, Aurora
XI
