Due to the aggressive construction timetables contained in the <strong>Capital</strong><br />

<strong>Improvements</strong> <strong>Program</strong> and consistent with the prior year’s <strong>CIP</strong>, the<br />

estimated debt retirement schedules for 2010 through 2013 will be spread<br />

over 12 years. The lengthening <strong>of</strong> the retirement schedules will allow the<br />

<strong>City</strong> to maintain a stable debt service tax rate for this period <strong>of</strong> time.<br />

4. The <strong>City</strong> will identify the estimated cost and potential funding sources for<br />

each capital project proposed before submission to the review bodies and<br />

the <strong>City</strong> Council. Future operating costs associated with the proposed<br />

capital improvement will be estimated before a decision is made to<br />

implement a project.<br />

-- The <strong>Capital</strong> <strong>Improvements</strong> <strong>Program</strong> contains descriptions for each <strong>of</strong> the<br />

proposed projects. These project descriptions list the estimated costs for<br />

the design and construction <strong>of</strong> the improvement and the funding source for<br />

the project. Additionally, the project’s priority status is identified and<br />

detailed information is provided regarding the nature <strong>of</strong> the project, its<br />

justification and its current status. Finally, the impact <strong>of</strong> the project on the<br />

<strong>City</strong>’s operating budget is estimated. This information allowed the <strong>Capital</strong><br />

<strong>Improvements</strong> Committee to properly evaluate the merit and priority <strong>of</strong><br />

each project.<br />

5. Federal, state and other intergovernmental and private funding sources shall<br />

be sought out and used as available to assist in financing capital<br />

improvements.<br />

-- The recommended 2010-2015 <strong>Capital</strong> <strong>Improvements</strong> <strong>Program</strong> includes<br />

$46,880,800 from outside sources for the financing <strong>of</strong> infrastructure<br />

improvements. This revenue represents approximately 29.2% <strong>of</strong> the total<br />

financing for the <strong>CIP</strong>.<br />

6. The Parkland Dedication Fund shall be evaluated annually by the Park and<br />

Recreation Commission, and a recommendation for expenditures included in<br />

the annual operating budget submitted to the <strong>City</strong> Council.<br />

-- The recommended 2010-2015 <strong>Capital</strong> <strong>Improvements</strong> <strong>Program</strong> anticipates<br />

the use <strong>of</strong> $25,000 in Parkland funds for the construction <strong>of</strong> an all purpose<br />

play court for basketball at South Karen Acres Park in 2011 ($7,900), and<br />

a trail in Glen Eagles Park in 2012 ($17,100). In 2005, approximately<br />

$264,000 in Parkland funds were used for the construction <strong>of</strong> playgrounds<br />

in eight neighborhood parks. These projects significantly reduced the<br />

available balance in the Parkland Dedication Fund.<br />
