Water<br />

Several improvements to the <strong>City</strong>’s water system are anticipated in the<br />

recommended <strong>CIP</strong>. In order to accommodate development, new water mains are<br />

proposed along 100 th Street, in the vicinity <strong>of</strong> I35/80 to Northpark Drive, and for<br />

Meredith Drive, from 132 nd Street to 142 nd Street. System upgrades to install larger<br />

water mains to improve capacity and reduce repair costs are also planned for 70 th<br />

Street, 71 st Street, 72 nd Street, 83 rd Street, Dellwood Drive, Douglas Avenue,<br />

Maryland Drive, Monroe Court, Oliver Smith Drive and Winston Avenue. Finally,<br />

the 114 th Street water tower will be repainted (2011).<br />

Conclusion<br />

Since 2008, the <strong>Capital</strong> <strong>Improvements</strong> Committee and <strong>City</strong> Council have debated<br />

the merit <strong>of</strong> balancing the new infrastructure requirements in western <strong>Urbandale</strong><br />

with the infrastructure and system capacity improvements required in the eastern<br />

part <strong>of</strong> the community. The past two <strong>CIP</strong> since 2008-13+ recognized the<br />

infrastructure deficiencies in western <strong>Urbandale</strong> and promoted aggressive street<br />

paving and park improvement programs for this area. The recommended 2010-15+<br />

<strong>CIP</strong> continues this emphasis, while recognizing its financial implications. Major<br />

improvements are recommended for 128 th Street including Highway 141<br />

improvements to 128 th Street, 142 nd Street, 156 th Street, Douglas Parkway and<br />

Meredith Drive corridors. Additionally, a number <strong>of</strong> improvements are planned for<br />

the Walnut Creek Regional Park. However, the <strong>City</strong>’s investment in its existing<br />

infrastructure will still be protected through annual street, trail and storm drainage<br />

maintenance programs and street and traffic signal improvements on Douglas<br />

Avenue, Merle Hay Road, 75 th Street, 86 th Street, 100 th Street, and 109 th Street.<br />

Additionally, two economic development corridors will be expanded with the paving<br />

<strong>of</strong> Plum Drive and Northpark Drive, and a new corridor will be created on the<br />

<strong>Urbandale</strong>/Grimes border.<br />

It is important to note that this aggressive infrastructure improvement plan has been<br />

somewhat tempered by the <strong>City</strong> Council’s fiscal performance goals. As noted<br />

above, the recommended 2010-2015+ <strong>Capital</strong> <strong>Improvements</strong> <strong>Program</strong> conforms<br />

with most but not all <strong>of</strong> the <strong>City</strong> Council’s capital improvement and debt related<br />

financial objectives, and will be dependent on the final approved budget. The <strong>City</strong><br />

Council adopted the fiscal performance goals to maintain the <strong>City</strong>’s sound financial<br />

condition and to provide <strong>Urbandale</strong> taxpayers with a predictable and stable<br />

property tax rate. In order to bring the plan into conformance with these goals, it<br />

was necessary to delay several significant park and street improvement projects.<br />

The <strong>Capital</strong> <strong>Improvements</strong> Committee reviewed this issue and the delayed projects<br />

during its deliberations before making the final recommendation to the <strong>City</strong> Council.<br />

It should be noted that the recommended 2010-2015+ <strong>Capital</strong> <strong>Improvements</strong><br />

<strong>Program</strong> relies on the use <strong>of</strong> funds from the Northwest Market Center Tax<br />

Increment District. This district was created in late 2000 to address the<br />
