6 API RECOMMENDED PRACTICE 51R<br />

Before drilling or c<strong>on</strong>structi<strong>on</strong> <strong>on</strong> lands <strong>on</strong> which the surface estate is privately held, it is recommended that the<br />

operator communicate with land owners or surface users c<strong>on</strong>cerning activities planned for the site and measures to<br />

be taken for safety, protecti<strong>on</strong> of the envir<strong>on</strong>ment, and for minimizati<strong>on</strong> of impacts to surface uses. Additi<strong>on</strong>al<br />

recommendati<strong>on</strong>s may be found in API 75L, Annex B—“Good Neighbor Guidelines.” Operators of federal oil and<br />

gas leases under private surface ownership are encouraged to c<strong>on</strong>sult the BLM publicati<strong>on</strong>, Surface Operating<br />

Standards and Guidelines for Oil and Gas Explorati<strong>on</strong> and Development (<str<strong>on</strong>g>The</str<strong>on</strong>g> Gold Book) for BLM guidance with<br />

respect to communicati<strong>on</strong> and recommended practices to address c<strong>on</strong>cerns of surface owners.<br />

5 Lease Roads<br />

5.1 Introducti<strong>on</strong><br />

Lease roads are c<strong>on</strong>structed and used to support various explorati<strong>on</strong> and producti<strong>on</strong> (E&P) operati<strong>on</strong>s. <str<strong>on</strong>g>The</str<strong>on</strong>g><br />

envir<strong>on</strong>mental impact of the c<strong>on</strong>structi<strong>on</strong> of a roadway can have l<strong>on</strong>g lasting effects well bey<strong>on</strong>d the limits of the<br />

right-of-way. Existing roads should be utilized, where feasible, to limit the extent of new road c<strong>on</strong>structi<strong>on</strong>, when they<br />

meet regulatory standards, transportati<strong>on</strong> and development needs, and safety and envir<strong>on</strong>mental objectives. When<br />

it is necessary to build new roadways, they should be developed in an envir<strong>on</strong>mentally acceptable manner<br />

c<strong>on</strong>sistent with landowner recommendati<strong>on</strong>s.<br />

5.2 Planning<br />

5.2.1 Road alignment and right-of-way selecti<strong>on</strong> is a multidisciplinary process. Goals of the planning effort should<br />

include affected resource values and safety, and avoidance of haphazard or unnecessary development of roads and<br />

associated utility corridors. <str<strong>on</strong>g>The</str<strong>on</strong>g> total infrastructure that may later be developed should be c<strong>on</strong>sidered during the<br />

selecti<strong>on</strong> process. Government agencies, landowners, tenants, and other users may need to be c<strong>on</strong>sulted during<br />

the planning process.<br />

5.2.2 Standards should be established for the road based <strong>on</strong> its short-term and l<strong>on</strong>g-term functi<strong>on</strong> c<strong>on</strong>sidering<br />

geography, traffic density, and load expectati<strong>on</strong>s.<br />

5.2.3 Alternative alignments should be developed c<strong>on</strong>sidering the following parameters as appropriate:<br />

a) topography;<br />

b) hydrology, drainage, and watercourses, whether intermittent or permanent;<br />

c) engineering properties of soils, erodible soils;<br />

d) locati<strong>on</strong> and amounts of excavati<strong>on</strong> and fill materials;<br />

e) type and locati<strong>on</strong> of materials for road c<strong>on</strong>structi<strong>on</strong>;<br />

f) air, water, and noise polluti<strong>on</strong>;<br />

g) wetlands and wetland drainage;
