appropriate for the locati<strong>on</strong>.<br />

6.4 Plugging and Aband<strong>on</strong>ment<br />

6.4.1 General<br />

Permanent aband<strong>on</strong>ment is d<strong>on</strong>e when the wellbore has no further utility and is permanently sealed against fluid<br />

migrati<strong>on</strong>. Temporary aband<strong>on</strong>ment operati<strong>on</strong>s may be performed when a wellbore has future utility, such as for<br />

EOR projects, and must be maintained in a c<strong>on</strong>diti<strong>on</strong> where routine workover operati<strong>on</strong>s can restore a wellbore to<br />

service. <str<strong>on</strong>g>The</str<strong>on</strong>g> same envir<strong>on</strong>mental c<strong>on</strong>cerns exist in both cases. Refer to API E3.<br />

6.4.2 Subsurface<br />

6.4.2.1 General<br />

Several envir<strong>on</strong>mental c<strong>on</strong>cerns related to well aband<strong>on</strong>ment should be addressed. <str<strong>on</strong>g>The</str<strong>on</strong>g> primary envir<strong>on</strong>mental<br />

c<strong>on</strong>cerns are protecti<strong>on</strong> of freshwater aquifers and USDW, as well as isolati<strong>on</strong> of downhole formati<strong>on</strong>s c<strong>on</strong>taining<br />

hydrocarb<strong>on</strong>s or used for injecti<strong>on</strong>. Additi<strong>on</strong>al issues, which should be evaluated, are the protecti<strong>on</strong> of surface soils<br />

and surface waters, future land use, and permanent documentati<strong>on</strong> of aband<strong>on</strong>ed wellbore locati<strong>on</strong>s and c<strong>on</strong>diti<strong>on</strong>s.<br />

6.4.2.2 Plugging Purpose<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> purpose of plugging wells is to prevent interz<strong>on</strong>al migrati<strong>on</strong> of fluids; the c<strong>on</strong>taminati<strong>on</strong> of freshwater aquifers,<br />

surface soils, and surface waters, and to c<strong>on</strong>serve hydrocarb<strong>on</strong> resources either in the producti<strong>on</strong> interval or<br />

potential producti<strong>on</strong> intervals. Generally, c<strong>on</strong>taminati<strong>on</strong> by an improperly plugged and aband<strong>on</strong>ed well can occur in<br />

two ways:<br />

a) the aband<strong>on</strong>ed well can act as a c<strong>on</strong>duit for fluid flow between penetrated strata, into USDW, or to the surface;<br />

b) c<strong>on</strong>taminated water can enter the aband<strong>on</strong>ed wellbore at the surface and migrate into USDW.<br />

Such c<strong>on</strong>taminati<strong>on</strong> is prevented when a well is properly plugged. Not <strong>on</strong>ly do the plugging operati<strong>on</strong>s prevent an<br />

aband<strong>on</strong>ed well from becoming a c<strong>on</strong>duit for c<strong>on</strong>taminati<strong>on</strong> to occur, but well c<strong>on</strong>structi<strong>on</strong> and completi<strong>on</strong> methods<br />

also c<strong>on</strong>tribute to the preventi<strong>on</strong> of c<strong>on</strong>taminati<strong>on</strong>.<br />

Well plugging operati<strong>on</strong>s are focused primarily <strong>on</strong> protecting USDW, isolating downhole formati<strong>on</strong>s productive of<br />

hydrocarb<strong>on</strong>s or used for injecti<strong>on</strong>, and protecting surface soils and surface waters. A surface plug prevents surface<br />

water runoff from seeping into the wellbore and migrating into USDW cement plugs isolating hydrocarb<strong>on</strong> and<br />

injecti<strong>on</strong>/disposal intervals and a plug at the base of the lowermost USDW accomplish this primary purpose. Surface<br />

water entry into an aband<strong>on</strong>ed well is a c<strong>on</strong>cern because the water may c<strong>on</strong>tain c<strong>on</strong>taminants from agricultural,<br />

industrial, or municipal activities. API E3 recommends that operators set a cement plug at the base of the lowermost<br />

freshwater aquifer or USDW during plugging and aband<strong>on</strong>ment operati<strong>on</strong>s applicable to the well.<br />

NOTE<br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> cement plugs also work to protect surface soils and water from wellbore fluids by c<strong>on</strong>fining those fluids in the well.
