It is also important to note that a simple “federal vs. n<strong>on</strong>-federal” comparis<strong>on</strong> understates the impact of federal land<br />

producti<strong>on</strong> in the overall mix of western energy. Figure 2 dem<strong>on</strong>strates a sample ownership pattern, with federally owned<br />

lands in orange, and n<strong>on</strong>-federal in white. Because federal lands are so comm<strong>on</strong>ly interspersed, adjacent or co-mingled<br />

with n<strong>on</strong>-federal lands, many n<strong>on</strong>-federal oil and gas plays in the West would be less desirable without the associated<br />

producti<strong>on</strong> of nearby federal lands. <str<strong>on</strong>g>The</str<strong>on</strong>g>refore access to federal lands plays a more important role in energy producti<strong>on</strong> in<br />

the West than 40% of overall producti<strong>on</strong> number al<strong>on</strong>e suggests. <str<strong>on</strong>g>The</str<strong>on</strong>g> loss of access to federal land can and will encumber<br />

access to some n<strong>on</strong>-federal energy producti<strong>on</strong> opportunities as well.<br />
