Study Background<br />

API has requested Wood Mackenzie undertake a study which<br />

examines the energy supply, job and government revenue implicati<strong>on</strong>s<br />

at the state and federal levels of enacting policies in the U.S. that<br />

encourage the development of North American hydrocarb<strong>on</strong> resources.<br />

Given the high level of unemployment and budgetary stress facing the<br />

nati<strong>on</strong>, the findings of this study should be of interest to policy makers<br />

as they move forward to craft soluti<strong>on</strong>s to these problems.<br />

This study examines the impacts of opening access to key U.S. regi<strong>on</strong>s<br />

which are currently closed to development, as well as assessing a<br />

return to historical levels of development <strong>on</strong> existing U.S. producing<br />

areas (including <strong>on</strong>shore U.S., the Gulf of Mexico and Alaska). <str<strong>on</strong>g>The</str<strong>on</strong>g><br />

ec<strong>on</strong>omic impacts of the Keyst<strong>on</strong>e XL pipeline and other potential<br />

Canada to U.S. oil pipelines are also c<strong>on</strong>sidered.<br />

Additi<strong>on</strong>ally this report looks at the potential threats to producti<strong>on</strong>, jobs<br />

and government revenues associated with a c<strong>on</strong>tinuati<strong>on</strong> <strong>on</strong> the current<br />

path of an increased regulatory burden and slower permitting relative to<br />

historical levels.<br />
