n) Special c<strong>on</strong>siderati<strong>on</strong> should be given to reducing air emissi<strong>on</strong>s associated with producti<strong>on</strong> and water handling<br />

facilities. <str<strong>on</strong>g>The</str<strong>on</strong>g> following items should be c<strong>on</strong>sidered during design and c<strong>on</strong>structi<strong>on</strong> of these facilities:<br />

1) vapor recovery units and flares;<br />

2) catalytic c<strong>on</strong>verters <strong>on</strong> fired equipment exhaust;<br />

3) minimizati<strong>on</strong> of benzene, hydrogen sulfide, and other hazardous emissi<strong>on</strong>s from tanks, glycol reboilers, and<br />

other equipment;<br />

4) minimizati<strong>on</strong> of operati<strong>on</strong>al gas vents, leaks, and discharges from pneumatic c<strong>on</strong>trols and other equipment;<br />

5) electric powered prime movers;<br />

6) valves installed <strong>on</strong> dead end piping should be capped, plugged, or sealed by a blind flange.<br />

8.3.2 Equipment Locati<strong>on</strong><br />

a) Producti<strong>on</strong> and water handling facilities should be located where they do not present a fire hazard to nearby<br />

facilities. Fired vessels, IC engines, flares, or other equipment that produce sparks or flames should be<br />

appropriately separated from oil and gas storage facilities. Topographic and other maps should be c<strong>on</strong>sulted to<br />

determine if operati<strong>on</strong>al problems would affect the local envir<strong>on</strong>ment. This could include, but is not limited to, the<br />

possibilities of oil or water discharges draining into surface waters. Minimizati<strong>on</strong> of damage to vegetati<strong>on</strong> crops,<br />

forests, animal habitati<strong>on</strong>, etc. should also be c<strong>on</strong>sidered. Unnecessary removal of trees, excessive grading, or<br />

alterati<strong>on</strong> of other natural features should be avoided.<br />

b) In populated areas, the locati<strong>on</strong> of equipment should take advantage of prevailing winds in order to ensure public<br />

safety in the event of equipment malfuncti<strong>on</strong>, release, or fire. In all cases, producti<strong>on</strong> and water handling facilities<br />

should be located as far as practical from buildings occupied or used by the public.<br />

c) Noise levels of producti<strong>on</strong> and water handling facilities should be c<strong>on</strong>sidered when operating near populated<br />

areas.<br />

d) Equipment should be located with c<strong>on</strong>siderati<strong>on</strong> given to subsurface soil c<strong>on</strong>diti<strong>on</strong>s such that there is an<br />

adequate foundati<strong>on</strong> to support the facilities to be c<strong>on</strong>structed and the equipment to be used in the c<strong>on</strong>structi<strong>on</strong><br />

processes.<br />

e) <str<strong>on</strong>g>The</str<strong>on</strong>g> locati<strong>on</strong> of all wells should be c<strong>on</strong>sidered to minimize rights-of-way requirements for lease roads and<br />

gathering lines.<br />

8.3.3 Waste Management<br />

a) Equipment and facilities should be located and designed to minimize the wastes generated by operati<strong>on</strong>s and<br />

maintenance activities.<br />

b) Recyclable products should be used, where possible. Bulk storage, recyclable, and reusable c<strong>on</strong>tainers should<br />

be c<strong>on</strong>sidered to minimize waste.
