Project Background<br />

API has requested Wood Mackenzie to undertake a study<br />

which examines the implicati<strong>on</strong>s of increasing explorati<strong>on</strong> and<br />

development access in 5 key US regi<strong>on</strong>s currently closed to<br />

development. <str<strong>on</strong>g>The</str<strong>on</strong>g> 5 key regi<strong>on</strong>s are the Eastern Gulf of<br />

Mexico, porti<strong>on</strong>s of the Rocky Mountains, ANWR, and the<br />

Atlantic and Pacific Outer C<strong>on</strong>tinental Shelf (OCS).<br />

Additi<strong>on</strong>ally, Wood Mackenzie has c<strong>on</strong>trasted this ‘Access’<br />

study with an analysis of the potential threat to producti<strong>on</strong> and<br />

jobs associated with increasing taxati<strong>on</strong> <strong>on</strong> the oil and gas<br />

industry at a rate of $5 billi<strong>on</strong> per year, which was less than<br />

the amount that was c<strong>on</strong>sidered by the US C<strong>on</strong>gress and<br />

Administrati<strong>on</strong> in 2010. <str<strong>on</strong>g>The</str<strong>on</strong>g> taxes were applied <strong>on</strong> both an<br />

income and producti<strong>on</strong> basis so as to capture the impacts of<br />

the slate of proposed taxes put forward by the Administrati<strong>on</strong><br />

in 2010.<br />
