rock may have significant porosity (many microscopic pores) but have low permeability if the pores are not<br />

interc<strong>on</strong>nected. Permeability may also exist or be enhanced through fractures that c<strong>on</strong>nect the pores.<br />

agency (usually the EPA), the state then has primacy jurisdicti<strong>on</strong>.<br />
