5.6.3 Restorati<strong>on</strong> plans should be prepared in detail and should c<strong>on</strong>sider methods such as:<br />

a) priority of stabilizati<strong>on</strong> and revegetati<strong>on</strong> of disturbed areas,<br />

b) use of native plant species,<br />

c) stockpiling soils where reclamati<strong>on</strong> would be enhanced,<br />

d) use of agency approved designs and seed mixes.<br />

6 Producing, Injecti<strong>on</strong>/Disposal Wells<br />

6.1 Completi<strong>on</strong>, Stimulati<strong>on</strong>, and Workover Operati<strong>on</strong>s<br />

6.1.1 Planning<br />

For a new well site, an effective planning process should be carried out and should incorporate the latest guidelines<br />

for waste management, pit locati<strong>on</strong> and c<strong>on</strong>structi<strong>on</strong>, handling of water discharges, and waste disposal. <str<strong>on</strong>g>The</str<strong>on</strong>g> locati<strong>on</strong><br />

and size of new pits and pads for completi<strong>on</strong> and workover equipment should be selected so as to minimize<br />

disrupti<strong>on</strong> of the surface resources and retain the potential for reclamati<strong>on</strong> of the site. Refer to API Envir<strong>on</strong>mental<br />

Guidance Document: Onshore Solid Waste Management in Explorati<strong>on</strong> and Producti<strong>on</strong> Operati<strong>on</strong>s for<br />

envir<strong>on</strong>mental aspects of reserve pit c<strong>on</strong>structi<strong>on</strong>, operati<strong>on</strong> and closure.<br />

For an existing well site, the planning process is just as important to provide for safe and envir<strong>on</strong>mentally acceptable<br />

completi<strong>on</strong> and workover operati<strong>on</strong>s. Existing facilities, such as pits and producti<strong>on</strong> equipment, should be reviewed<br />

and assessed to determine whether the facility is suitable in its present c<strong>on</strong>diti<strong>on</strong> for the intended well operati<strong>on</strong>s or<br />

if modificati<strong>on</strong>s are required. For both new and existing well sites, a waste management plan for handling and<br />

storing all waste materials generated during completi<strong>on</strong> and workover activities should be developed. Refer to API<br />

Envir<strong>on</strong>mental Guidance Document: Onshore Solid Waste Management in Explorati<strong>on</strong> and Producti<strong>on</strong> Operati<strong>on</strong>s,<br />

for informati<strong>on</strong> <strong>on</strong> how to develop such a plan. <str<strong>on</strong>g>The</str<strong>on</strong>g> waste management plan should address the specific wastes<br />

which are expected to be produced by the particular operati<strong>on</strong>s being performed, as well as provide guidelines<br />

c<strong>on</strong>cerning the acti<strong>on</strong>s to be taken in the event that unexpected waste materials, including hazardous materials, are<br />

encountered during the operati<strong>on</strong>s. In additi<strong>on</strong> to safe handling and storage of waste materials <strong>on</strong> the well site,<br />

provisi<strong>on</strong>s should also be made for each type of waste to be disposed of. Refer to API 55 and API 49 for planning<br />

and c<strong>on</strong>ducting operati<strong>on</strong>s involving hydrogen sulfide. Refer to API E2 for informati<strong>on</strong> regarding management of<br />

naturally occurring radioactive materials (NORM).<br />

Since much of the work <strong>on</strong> producing and injecti<strong>on</strong> wells is performed by c<strong>on</strong>tract or service company pers<strong>on</strong>nel, the<br />

operating company should c<strong>on</strong>firm that the c<strong>on</strong>tractor’s pers<strong>on</strong>nel have appropriate safety training, including hazard<br />

communicati<strong>on</strong> training, and are aware of requirements of the site-specific waste management plan. C<strong>on</strong>siderati<strong>on</strong><br />

should also be given to requiring performance b<strong>on</strong>ds, if appropriate. <str<strong>on</strong>g>The</str<strong>on</strong>g> operator should also c<strong>on</strong>firm that the<br />

c<strong>on</strong>tractor’s pers<strong>on</strong>nel are aware of all applicable safety and envir<strong>on</strong>mental requirements of the operator.
