ARAB ENVIRONMENT: CLIMATE CHANGE<br />

Land use and urban planning regulati<strong>on</strong>s in the <strong>Arab</strong> regi<strong>on</strong> largely<br />

ignore basic adaptati<strong>on</strong> requirements to climate change. An estimated 75% <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

buildings and infrastructure in the regi<strong>on</strong> are at direct risk <str<strong>on</strong>g>of</str<strong>on</strong>g> climate change<br />

impacts, mainly from sea level rise, higher intensity and frequency <str<strong>on</strong>g>of</str<strong>on</strong>g> hot days<br />

and storm surges. Reliability <str<strong>on</strong>g>of</str<strong>on</strong>g> transportati<strong>on</strong> systems, water supply and wastewater<br />

networks, and energy generati<strong>on</strong> stati<strong>on</strong>s will be at risk. At a time when 42<br />

small island-states have established the Alliance <str<strong>on</strong>g>of</str<strong>on</strong>g> Small Island States (AOSIS) to<br />

defend their comm<strong>on</strong> interests in the face <str<strong>on</strong>g>of</str<strong>on</strong>g> the damaging effects <str<strong>on</strong>g>of</str<strong>on</strong>g> climate<br />

change, we see artificial islands being built in some <strong>Arab</strong> countries and others<br />

being planned. These islands will be am<strong>on</strong>g the first to be swallowed by the rising<br />

sea level due to their small size and low elevati<strong>on</strong>. Planning requirements<br />

specifying a minimum distance between permanent structures and the shoreline<br />

should take into account the threat <str<strong>on</strong>g>of</str<strong>on</strong>g> rising sea level. Choices <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>structi<strong>on</strong><br />

materials used for buildings and roads should c<strong>on</strong>sider the risk <str<strong>on</strong>g>of</str<strong>on</strong>g> rising temperatures.<br />

Plans for making infrastructure and buildings resilient to climate change<br />

are needed.<br />

This AFED report has found that virtually no work is being carried out to make<br />

the <strong>Arab</strong> countries prepared for climate change challenges. Specifically, no c<strong>on</strong>certed<br />

data gathering and research efforts could be traced regarding the impacts<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> climate change <strong>on</strong> health, infrastructure, biodiversity, tourism, water and food<br />

producti<strong>on</strong>. The ec<strong>on</strong>omic impact seems to be totally ignored. Reliable records<br />

<strong>on</strong> climate patterns in the regi<strong>on</strong> barely exist.<br />

Policymaking in the regi<strong>on</strong> has displayed, in many respects, deficiencies that<br />

need to be urgently remedied if <strong>Arab</strong> countries are to prepare for the potential<br />

negative impacts <str<strong>on</strong>g>of</str<strong>on</strong>g> climate change. Those range from sustainable management<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> natural resources to risk planning. The Maldives, for instance, has plans to save<br />

funds as an insurance policy to relocate its entire populati<strong>on</strong> in case <str<strong>on</strong>g>of</str<strong>on</strong>g> sea level<br />

rise.<br />

In the face <str<strong>on</strong>g>of</str<strong>on</strong>g> these urgent challenges and vulnerabilities, this report addresses the<br />

key areas at stake and hopes to serve as a basis up<strong>on</strong> which informed decisi<strong>on</strong>making,<br />

planning, and diplomatic efforts can be built.
