The output <str<strong>on</strong>g>of</str<strong>on</strong>g> research suggests that there is good<br />
reas<strong>on</strong> to be c<strong>on</strong>cerned about the dynamic, n<strong>on</strong>linear<br />
and uncertain relati<strong>on</strong>ships between climate<br />
variability, climate change, and extreme<br />
events, and their implicati<strong>on</strong>s for human security.<br />
The <strong>Arab</strong> regi<strong>on</strong> is not immune to other extreme<br />
events such as cycl<strong>on</strong>es, hurricanes and tsunamis.<br />
The latest events, cycl<strong>on</strong>e G<strong>on</strong>u in Oman and<br />
the flood in Yemen, were very recent and clearly<br />
illustrate the importance <str<strong>on</strong>g>of</str<strong>on</strong>g> development <str<strong>on</strong>g>of</str<strong>on</strong>g> early<br />
warning signs that require the adopti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> policies<br />
and measures for preparedness and risk<br />
reducti<strong>on</strong>.<br />
A recent analysis been carried out by Dasgupta et<br />
al. (2009) studied the potential impacts <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
increasing frequencies and severities <str<strong>on</strong>g>of</str<strong>on</strong>g> storm<br />
surges based <strong>on</strong> best available data <str<strong>on</strong>g>of</str<strong>on</strong>g> human<br />
populati<strong>on</strong>, socioec<strong>on</strong>omic c<strong>on</strong>diti<strong>on</strong>s, the pattern<br />
<str<strong>on</strong>g>of</str<strong>on</strong>g> land use and available Shuttle Radar<br />
Topography Missi<strong>on</strong> (SRTM) coastal elevati<strong>on</strong><br />
data. The results indicated that storm surge<br />
intensificati<strong>on</strong> would cause additi<strong>on</strong>al GDP losses<br />
(above the current 1-in-100-year reference<br />
standard) in the Middle East and North Africa <str<strong>on</strong>g>of</str<strong>on</strong>g><br />
$12.7billi<strong>on</strong>. The increase in impact <strong>on</strong> agricultural<br />
areas is significant for the MENA regi<strong>on</strong>,<br />
mainly because Egyptian and Algerian cropland<br />
in surge z<strong>on</strong>es would increase from the existing<br />
estimated 212 km 2 to approximately 900 km 2<br />
with SLR and intensified storm surges. The percentage<br />
increase in surge regi<strong>on</strong>s for MENA<br />
countries are shown in Figure 15.<br />
VI. ADAPTATION MEASURES<br />
Although the <strong>Arab</strong> regi<strong>on</strong> does not c<strong>on</strong>tribute<br />
more than 4.5% <str<strong>on</strong>g>of</str<strong>on</strong>g> world greenhouse gas emissi<strong>on</strong>s,<br />
it is am<strong>on</strong>g the most vulnerable regi<strong>on</strong>s in<br />
the world to the potential impacts <str<strong>on</strong>g>of</str<strong>on</strong>g> climate<br />
changes. The <strong>Arab</strong> countries therefore have to<br />
follow str<strong>on</strong>g programs for adaptati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> all sectors.<br />
Adaptati<strong>on</strong> measures should include at least:<br />
• Carrying out a detailed vulnerability assessment<br />
using high resoluti<strong>on</strong> satellite imagery and<br />
recent Digital Elevati<strong>on</strong> Models (DEM) to assess<br />
vulnerable areas and identify vulnerable stakeholders<br />
given scenarios <str<strong>on</strong>g>of</str<strong>on</strong>g> SLR <str<strong>on</strong>g>of</str<strong>on</strong>g> the <strong>IPCC</strong> and<br />
taking into c<strong>on</strong>siderati<strong>on</strong> land subsidence.
